Was in use, not too sure if the 14th Financial commission still recommends it, but should be close enough.

Determined on what fundamentals or principle?
And why was Modi crying for the same funds (from center) while he was the Gujarat CM?
Can some one translate it to english for my south Indian brothers?

Guys if Delhi has less number of Farmers and if they are affluent or don't have required papers then how come its Kejriwal's fault...we should welcome anything which is a good move...however yeah comparing Kejriwal's move with big states primarily into farming might not be right...however who is to blame for other than states for this fukcing state of affairs??Essentially, virtually no farmer in Delhi will actually benefit from Kejru's drama and Presstitutes regurgitate it without analysis or validation.

dude...this is politics....there is nothing wrong in it...because at the end of the day he is taking care of the farmers when they need a helping hand...now people like you and me should welcome such a move however at the same time understand that such a help cannot be handed over to farmers in bigger state...It's merely exposing Kejru's political opportunism or worse a cheap political stunt. This when combined with him asking funds from center for actual things he is supposed to sponsor, the situation is funnier..
Look i have heard it many times that govt. is moving in right direction..but this is a fact that farmers have been treated like some dirt....i will give Modi his due when i see some action on the ground....all his plans are still schemes and yet not implemented on ground...As to who's to blame for actual plight, governments both at the center and state. At least GoI is moving in the right direction.

Well if they are going to get 20K per acre then surely this will help...lets not criticize it just because it has come from the mouth of Kejriwal...especially when you very well understand the part of politics...Part of politics is being called out for political opportunism or drama. If and when it actually translates in helping some farmers, we can revisit this..
With all due respect this is absolutely govt. fault...why is productivity low and why is its percentage in GDP so low even though this sector employees bulk of our people...i still remember when farmer were getting 50 paise a kilo for potato when same was being available in market for 20/-....i won't be surprised if this story repeats next year...Farmers have been treated like dirt for wide variety of reasons, not all that governments are responsible for. For a lot of things, they are themselves to blame. For some others, the system as a whole is setup for exploitation. For others still, you can't help it considering poor productivity of agricultural sector in terms of contribution to GDP vs percentage of people employed.
I hope so...policy on paper looks good but then this has been our hallmark for decades...point is implementation...so lets wait...Sure you should give someone his due only when the results are demonstrable, which is why I only mentioned movement in the right direction. For available results, you'd have to look at Gujrat; on a national scale, it will take some years for concrete results.
'Oh I want my Wagon R back, so Arvind Kejriwal shold not be Delhi CM'. Bhakt Logic.
HoghWash... HogWash....
Kejriwal is biggest Liar....
How many Farmer will get 20K/Acre in Delhi?? Lets see the truth...
most of farmer don't qualify the compnsetion.. I will ask Hitler's SS members to bring the list how much compontetion Hitler gave to Farmers...
Question is, Can Hiter develop Delhi or after 5 years he will keep complaining ???
Hitler's Party and terrorists are same... Both distribute Certificates... and Both are liar....
Modi is AAP Certified Chor (I have full respect to my PM).. Why Hitler's hitmen are targeting Modi on PDF...
Modi want Gas price to be $16 -- Kejriwal
Modi write to center to hike gas price to help Ambani --Kejriwal
Modi is property dealer of Ambani --Kejriwal
Govt Cut natural gas price to $4.66....

Though I personally don't prefer any kind of name calling, but such comments reinforces the validity of the term "AAPtard"!
And that's where governments need to step in or shall i say supposed to be....Most of our farming is still done using Adam's day technology...depending on rains...credit by greedy landlords...no proper price mechanism...storage etc etc....Land banks is the need of the hour and use of innovations...Soil Health Card is a great move...however its a shame that a country which is primarily agri land(in terms of employment) soil health card is still a paper policy...no integrated irrigation system(i can write a chapter on this)....then it has to be govt. fault...Its not all government's fault. There is limited land, all those who wish to be farmers can't be but landless ones. That's just one aspect of low productivity in terms of contribution to GDP vs people employed.
A country like ours cannot ignore agriculture otherwise you will see an explosion in Urban population(which unfortunately is happening)...Look at Delhi..it was more of a middle class/rich class hub....demography has changed dramatically over the years....Just to give you an example regarding importance of agriculture - US is the worlds third largest producer of wheat....If you look at EU stats about self sufficiency in food items you would be surprised.....In short India can't afford to ignore agriculture and high time we need serious steps here....Next, a backward society relies more on agriculture, a more developed one on manufacturing and services. As India develops, the share of agriculture will fall, but people don't to move in same proportions to these jobs, they cling on to low yield agriculture ones. The MNREGA exacerbates the problem.
Boss these are projections....Jaitley might not be alive by the time we hit this 30 crore number....just for records i support this bill...The land bill is important very in this context: 30 crore landless people to get jobs once land bill is passed: FM
