1) China has sealed a tributary of Brahmaputra River but they are not an enemy but India is an enemy because its not signing a water agreement similar to Indus Water Treaty. BD improved only by 4 points in HDI this year and is slowing down in HDI improvement big time now (it used to be improving at number of points that India was each year) for last 2 - 3 years.

India in comparison improved by 9 points and this is about its average pace since mid 2000's each year.

Expect the BD slowdown in HDI to continue, they are running out of things to fudge through the BBS (given both ICP and UNESCO have much stricter vetting and standardisation regarding PPP income and education respectively)

Data collection is done largely by BD. It is data handling procedures that have different level of vetting and standardisation prevalent.

For example if in 1990s (when BD statistic quality was especially suspect and vulnerable in charged political atmosphere) there was consistent tinkering with mortality data by BBS in a few sensitive brackets (esp in age 60+), it will create a cascade effect now 20 years later (and it becomes hard to add correction factor even if you want to - easier just to keep adding to it and let the reality catch up with the figure over time and hope no one notices or cares enough to dig into it). This is just one possibility, there are many other avenues in a fundamentally weak institution country like BD.

It is also how cuba operated to get some great official figures (but there is high dissonance with what cuban people say/experience)....but in their case US saw a political advantage to question that at official level openly (though UN still takes cuban numbers verbatim like they do with North Korea etc).

When the audience is mainly BD local populace/elite and few leftist thinking "think-tanks" who want a fairy tale (high health with low cost) to realise somehow....no one really checks this stuff to begin with....because BD is only so relevant for other countries politically and economically.

When the data is handled in final stages by a 3rd party organisation like the ICP (concerning consumption basket and price levels which can be sampled relatively easily for verification of the bulk census or survey data)...and to some degree UNESCO (which has an extended network given its active in suggesting funding via that)...the vulnerability of the final data to local propaganda based tweaking is mitigated. WHO however tends to be lot more lax compared to those two....and no NGO simply has the scale or real interest to cross-verify to make up for that.

Hence this could explain why BD has higher official health indices than one would expect a country that sends something approaching a million medical refugees to other countries for the most basic of diagnosis and services (on top of the advanced things)....whereas this situation does not extend at the same level to its education and income data where data have much better laid out time series and back-sampling...so manipulation to get desired result would raise red flags (just like it did for BD's malnutrition data at the WHO and FAO which still are pending investigation)....so BBS has much less leeway here whatever BD govt pushes on it to do (like they did on say their supreme court to get certain folks hanged and their election commision to ensure favourable result).

I talked about it earlier but that post got deleted (hence why I am keeping record of all my long posts now) otherwise I would reference you to that one. The relevant papers on the subject will take some effort to dig up again (last read them cpl years back)....but this is the summary of my opinion on the matter.

Data collection in BD is done by non vedic format unlike India.
