Reasons for Corruption in Pakistan?

What are the reasons for corruption in Pakistan? why in the west there is very little corruption comparatively? is it because of our culture, is corruption in our blood? I really dont understand

Also it is the richest people in Pakistan who do the most corruption, not the poor.

Money is more important in Pakistani culture than anything giving back to our country, and second require is moustache.
