Curious why, and I have only two explanations:

1. Radars manufacturing takes longer than the rest of the system, hence their installation lags behind a bit.

2. There is only one radar needed per battalion of Raad's, since they can communicate and coordinate the defense.

Both can explain missing radars on same of the vehicles, and what is the real reason we may or may not find out, nor it matters - as long as they get the job done

Actually it won't matter if you see it as propaganda or not.
According to your logic,many Turkish military achievements are propaganda,because we haven't seen them in real war scenario.

It seems that Raad is based on Buk M2 but In fact it's not a simple copy! It has many differences.
It uses Iranian made Taer 2 missiles which differs the Russian one in many aspects. and probably its radar is different too.
