lone wolf simply means a person acting alone and does not have support of a group/network. It does not mean he is not a terrorist... lone wolf attacks are much more difficult to predict. When a group tries to attack the communication can be intercepted. surely you can predict the behaviour of individual by gathering evidence but its always going to be 'he was on the radar'... same goes for many lone wolf islamic terrorist as well.
