Most mass shooters know it's a one way trip to hell that's why they usually kill themselves or choose to get killed by police at the end. This one is a bit different, he well planned the whole thing including 3 sites for the killing as well as an escaping route.. He may be cocky thinking he would never get caught

the guy was mental health hospitalized for 2 weeks over the summer, saying he heard voices among other things.

When that happened, his guns should have been immediately been confiscated
