What makes you so surprised? You think avionice, missile and radar are easy to design and make? There are some countries claim they too can make those but with a lot of critical sub components still needed to be import from third party countries to complete the whole sub system. Its not as easy as you think. You need to have a huge and powerful industries to do that. And that need huge amount of talent and investment to do it.

If PAC can do 60% of JF-17 airframe is already considered a feat compare to many other countries.

Bilal khan (Quwa) stated that some of the electronics are manufactured in PAC, under license.

License production is a very loose term. Turkey claim they too license produced PW F-100 engine for their F-16 for many years and yet they still can't make a decent thrust 7:1 or 8:1 (1000kg class) domestic turbofan for their TFX project. No countries will let you 100% transfer of their important avionics or critical subsystem to another countries unless your country has a trillion dollar economy per annual and a power industries to support it by simply redesign or remake the critical sub component to bypass import limitation.

PAC produces 58% of air frame til 150th example of JFT after that it can move to full air frame production per contract. BLK 2 JFT avionics are produced upto 80% in Pakistan. some of them are western origin others are design jointly by China. where some are purely Chinese made in Pakistan. weapon systems varies. some are build in china others are of Pakistani origin.

by and large JFT is fully Pakistani fighter build in collaboration with China. Prior to JFT, PAC did not have an expertise in designing and developing fighter of the class of JFT. Japan produced its first major fighter F-1 not logn ago but had to collaborate with US for F2 that is based on F-16. T-50 is south Korean with major subsystems from US including designing. EF-2000 is build by 4 countries. indian Teja is all but 30% indian today.

Avionics is a very broad term only radar is 100% chinese for sure.

Thunder is a license assembly agreement

Much in the same way SU30MKI was assembled from kits in india.

The THUNDER kits and parts are imported into PAC and assembled.

Currently PAKISTAN is paying china over $15 million per Thunder

YES...…… the design and configuration was made by PAF and its individual needs.

THATS why after a decade in production not one Thunder serves in PLAAF and will never do so.

IT WAS DESIGNED FOR and PARTLY by PAF...…….. exclusively.

PAF , MAF , and most likely Malaysian .. the Plane is evolving , and PAF already put JF into the market as light weight multi-role fighter . its a blessing for low budget Air forces around the world .

By the same token, do you consider the LCA Tejas a license assembly considering the fact each and every major component is imported?

Airframe is counted separately than avionics per paf history 99-2013

58% airframe for first 150 Ac with option to go to 100% past that # provided it is financially viable

Avionics were targeted at 80-90% along with target to develop design capability which was achieved

Newer Jf -17 Hdd were codesigned by pac along with Singapore technologies plus other avionics sub systems were also local design which is why jf-17 differs from fc-1 but these may be an option available to foreign buyer as well
