Not really, I (unlikely a lot of people, including Pakistanis) actually went ahead and looked at the report. It barely has nothing new that we (most TTs and senior members on PDF) already didn't know about, or didn't already guess correctly.
In fact, the only thing that is surprising about the report is China's major focus on agriculture, and wanting to upgrade Pakistan's storage facilities.
Nothing in the report suggests that China is looking at long term control over CPEC, or Pakistani industries. If anything, it seems that China wants to build, operate, and hand over control back to Pakistan within 35/40ish years; You can tell by their direct investment and loan plans, which stretch for 3ish to 4ish decades.
One thing that struck me was just how much China kept emphasizing local sensitivities, and how much the Chinese government was pushing for Chinese corporations to get local Pakistani companies involved, or at the very least consulted, before they moved forward with any project.
Another odd, but unsurprising development (and we pretty much guessed this would be the case) was China's lack on interest in Pakistan's auto industry; Actually lack of interest seems to be a bad term, I think it's more of Pakistan being super protectionist in this industry, that China sees little point in picking a fight.
