It's quite obvious from her speech that she's referring to those who still hates Bangladesh as an independent nation. Yes, it may surprise people but these traitors r still among us. They r small in numbers but they r still present in Bangladesh.

She doesn't hate current Pakistan. If she did, she wouldn't have had any diplomatic relationship with Pakistan.

No, that's not it at all. She's clearly saying she doesn't like Pakistan or Pakistani-sympathisers. She's not solely or primarily referring to the past. Diplomatic relations between the two countries exist but they aren't good so it's hardly evidence of her not hating Pakistan.
