MQM's example is that of a dog whose master is caught in fire. The dog keeps on barking to let master reassure of his loyalty but doesn't jump into the fire because he knows that it would burn him along.
As per @darkinsky Zia & Mushy-The-Traitor were Ghaddars, so MQM was with Ghaddars, in bed... Not just having a meeting like Imran Khan picture is just of a meeting, but actually in bed with all governments, especially traitors.
