It rather meant that this was their land and if they went everything was theirs to begin with. These people believe in freedom from India and don't plan to go anywhere. Of the ADM only a small observer committee is from Pakistan though only Pakistani members of Hyderabadi origin can join. In either case the point is it is a failure of the state to provide rights.
Is There Hindu Extremism?

There is no place for violence in Hinduism, but extremist factions have perverted religious teachings to allow for persecution of and violence against other religions. The Rashriya Swayamsevak Sangh (RSS) or National Volunteer Service is the Hindu community extremist organization in India.
The main concept, the driving force for this extremism, is Hindutva, a calculated scheme developed over the years along the lines of Nazism and Fascism of the 1920s. The mission of the Hindutva, in sum, is to re-establish the supremacy of one race (Brahmin caste) by insisting on Varnashram (caste system), by imposing Sashtras (Vedism), by creating a common language (Sanskrit), by devising a common culture (Bharaty Sanskrit), and by enacting common laws based on Manu and Vedanta.
The result would be to turn India into a theocracy and ensure the dominance of Brahmins (10 percent) over non-Brahmins (90 percent). The RSS has created adjunct organizations with specific focuses such as political, economical, educational, social, labor, student affairs, and so on to infuse the Hindutva ideology in all activities of communities.
Peculiar Arguments for Hindutva
The advocates of Hindutva believe that India is a land of Hindus, people who have a unique country, race, culture, religion, and language.
The basis for Hindutva is: India is for Hindus or Hindu Rashtra. It was explained by M. S. Golwalkar in his book One Nation, which asserts that only people who satisfy his definition of the five traits or unities can be Hindus. He describes the general concepts of nation or nationhood and exemplifies them with his pattern of Hindu examples.
Consequently, he concludes that the Indian nation satisfies his brand of Hindu Rashtra India, which he calls “Hindustan,” and belongs to Hindus only; all others living in India are foreigners. He further describes these people (Hindus) as the ones following the dharmas prescribed in the Vedas.
The Shakhas (Branches)
The training of youth for the RSS is done by shakhas or “branches.” They take in youth ages 15 to 18 and give them military training for the sole purpose of using them in the Hindu-Muslim conflicts. The boys are expected to not ask questions about any part of the training or the authority figures imparting instructions. This is similar to the madrasas run by Muslim extremists in India or Pakistan. In 2000, the RSS had 45,000 shakhas all over the country.
The purpose of the Hindutva is to teach the young students a revised history, emphasizing Hindu superiority in all the fields. As such, making necessary changes to school curriculum became a top priority for the RSS.
The Victims of the Hindutva
The targets for the RSS are three groups: Muslims, Christians, and Dalits. In the view of Hindutva, Muslims and Christians are foreigners and should either leave the country or remain in India without any fundamental rights. To accomplish this, the RSS needs to amend the Indian Constitution and make India a nonsecular country. The Dalits are outside the Vedic caste system and cannot operate as Hindus.
The year 2002 saw some of the worst violence between Hindus and Muslims since 1947. A train full of Hindu pilgrims was attacked by Muslims in the town of Godhra, killing 58 people. In retaliation, Hindu mobs in the state of Gujarat savagely attacked their Muslim neighbors. By the time the violence was quelled, more than 1,000 people were dead. International human rights groups criticized the Indian government, which was largely Hindu, for not acting quickly enough to stop what became known as the Gujarat massacre.
