Some interesting observations
1-All sources including the original source, India today, has not accessed the document but rather referring to a third source "Mail today" accessing the document so the main source indirectly has not accessed the document first hand.
2- The reporter Saurabh Shukla is a warmonger reporter specializing in producing anti-Pakistan content. However, the way he has twisted the story which would have been otherwise, is interesting.

3- The headline is made out of an ambiguous comment (especially more interestingly so because this so called Surabh Shukla has mentioned that he hasn't accessed the document. Here goes the main content including the remark.
Sharif again revised his proposal and suggested that talks can be at the level of the Director General of Military Operations and the Foreign Office, which was also declined by Singh.
This was reported in National press.
Please note that Nawaz Sharif made the offer of solving it using official means. Now the response of Manmohan is very very interesting
It was then that the Indian Prime Minister repeated his assertion that those who have caused the incidents on the Line of Control and the International Border will have to resolve it
So effectively its Manmohan Singh who has surrendered before Indian Army by saying that let the both armies resolve it in their usual way. In other words, He confessed his inability to control the Indian Army.
, and that militaries both countries should be involved.
This reaffirms my point. Who else was involved in LoC crossfire? Angles? No only and only military of the both side. And this was a confession by Manmohan Singh that he is helpless in controlling the Indian Army. Remember, that the war hysteria created in India subsequent to LoC crossfire was actively aided by Indian Army.
It was then Sharif signed off with the remark reposing mistrust in his own army, telling Singh that India had more faith in their capabilities than he did.
Now be mindful that this is in continuation of previous point that both militarizes should solve the issue rather than pre-established channels (like DGMOs). Nawaz replied to his comment that Manmohan may have faith that military on the both sides could solve it, but he didn't think so.
