The notification in OP is of Ministry of IT, I don't think they have any authority to investigate and bring back looted money, what they can do is start spending funds on productive things instead of high tea, dinner and lunches.

a pakistani IT class room is unbearable in the summer without AC unit.

Any office with more then 5 computers and a working printer in a room would be unbearable in the summer without AC.

In the US, energy efficient server centers are housed deep below the ground (at least twenty feet below where it is permanently cool). Air-exchangers are employed (air enters in front of the servers and hot air is collected in the back of the racks and routed out to above ground exhaust. Lights are LED based so there is almost no heat from lighting either. Microsoft and Google both have subterranean server farms, mostly in the East Coast of US.

32 degrees is the limit while 26 to 28 is best suited.
