Possible Theft?

So this just happened:

I was out around midnight with my wife getting tea, after ordering and while waiting for our tea, I notice someone park their car horizontally across parking spaces very close to my passanger side door (This irks me quite a bit). About a couple of moments later, my wife gets approached by a man demanding to lower the window, I point at him to come to my side and he misunderstands and thinks I'm shooing him off, I wave at him again and he finally understands.

Upon lowering my window, He starts explaining that he was robbed and wants to use my phone to make a call, my wife is scared and immediately tugs me to just roll the windows up, also he ignores my request to move his head further away as he is not wearing a mask and he is close to sticking his head in my car. Anyways during his explanations I notice that he is looking less at me and more at my wife, this continues and I get pissed off.

I get out of the car and tell him to go use the restaurants phone, he says they wont let him, I asked him to do it anyway and that they will let him use it.

Anyways he goes there and asks to use the phone while also explaining to them what a dick head I am for not helping him, also turning around and saying expletives to me. (Infuriating to me since he is using their phone, my wife grabs my arm and begs me to not go out, to immediately leave, we do so).

Thoughts?
P.s.
1. He has a car, why is he bothering people to use the phone? Go home.

2. There are a ton of people around, why is he persistant with me?

3. Whats with oogling my wife?

4. Was he going to run off with my phone?

The other day a guy came n told me that he has lost his wallet and needs money to reach home. I was gonna help him but he was acting weird, thats when i realized he was high on something, probably methamphetamine addict, he had those rashes. I told him to bugger off and he grabs my shirt tightly, i told him to remove his hands and he keeps insisting, i felt he was getting aggressive so i take my other hand and pull out my 9mm and told him to f off or ill shoot u in the a** and then he runs away.
Keep a pistol in the car all the time and especially when going out late.

May be he wanted to do a Ransome call from your phone.
Or after the call you were about to get traced, and from next day, you would receive calls demanding money.

It is wise not to get into a physical confrontation while with family. Some idiots would want to drag you in to one and this is where a fire arm works.

Something similar happened to me once, a long time ago. A family in a white old car stopped near the car I was in. The driver (a young looking guy) came out and said that they have come from another city and his mother's (who was in the car) purse was stollen in a busy shopping plaza. All their money was in that purse. They did have some relatives in the city but apparently they had gone out of town. The guy asked if we could give them some money. I felt guilty for not helping them but it all sounded suspicious.

Your case sounds suspicious too, perhaps more so than my case. I believe you made the correct call.

I felt guilty for not helping them but it all sounded suspicious.

Maybe so, but I never experienced this before, the guy was irritatingly persistant.

There could be a possible criminal intent but it sounds too shady for a petty crime like mobile theft.

Honestly, be careful of Isloo/Pindi plates I was working in Islamabad/Pindi few years back. A friend and I once decided to stroll along the outer rim of F-9/Fatimah Jinnah Park after work. It was night time and somewhat dark in the area. A high-roof suddenly came to stop besides us. There were two guys in it who insisted that they give us a lift. Even after we told them that we were strolling at our own will and didn't need a ride they kept insisting for a while. They eventually left us. Thanks to Allah we didn't get kidnapped. Although, I think they would have been pretty sorry had they tried to pull off such a stunt. My friend theorised that at best they would have extorted exuberant taxi fare from us. Such things were apparently not unheard of in Islamabad/Pindi.
