Health and education is necessary if infrastructure is to be maintained.

Now could you please explain to us that how is health relevant to infrastructure?
 
An average bus costs about 5 crore rupees per bus. So if we buy 20 buses for 1 billion rupees, all the problems will be resolved?


The bottom line is, that service was cancelled and no longer exists. The basic logic in my mind is, it was either unaffordable or not generating enough profit for the business.

I am not against running the coaches for any routes like we have in Pakistan, the likes of metro bus service has no comparison with private companies run bus routes. It's entirely a different ball game.


After 65 years we finally managed to devolve some powers to provincial government and now you are talking about centralisation once again. If that was so easy to do, Kalabagh would have been reality 30 years ago as the provincial government or local leadership should have no interest in it.

If the whole job of provincial government is to cater the need of education and health, then why do we need the provincial government? why not just open two departments with allocation of funds and let them do the job?

We need to focus on everything with priority going to education and health and it does not mean you allocate all funds to these two sectors only. Already more than 25% of your provincial budget allocations are going to Education sector alone so what else do you need?


Different regions in Pakistan has different priorities. As you see the latest survey by alif ailaan suggests the utmost priority of KPK, Sindh and Balochistan should be to invest as much as possible in education but the standard of education in Punjab is comparatively better so I see nothing wrong in their strategy of investing in development projects too. End of the day, education is your future of economy but development is your present source of income

and why govt didnt built any of dozens of project like kalabagh from sanjwal, akhori to bhasha the list is so long that it never ends...kalabagh dam is nothing but scape goat and excuse to not build any dams..i have discussed this in hydro projects threads.
noone is asking of centralizations. but federation has funds and it should focus on infrastructure projects, which it is already doing as we speak
standard of Punjab education is better because of better economy and better private sector. the reason for that lies in past 60 years
the second reason is that KPK and sindh govts were poorer before noone denies that even now sindh performance is far worse than punjab , even KPK under PTI is not too different than punjab

Federal/Punjab/Sindh Finance Bill soft copy was out on the same day...
I do hope by tomorrow morning atleast they are going to update it to any KPK website...

The question I raised had popped up from your last statement. This is entirely a different topic

The bottom line is, the responsibilities of provincial government does not end after education and security. It also has to maintain law and order, development, social and economic affairs of the province. For that you have to allocate funds, so I find it amusing when people start talking about education and health when they see any kind of development work going on. It gives an impression as if they are against the development in the first place

The idea illustrated in your last post was hinting towards centralisation. I see nothing wrong for provincial governments to start development projects. If the KPK government has 488 billion rupees of budget, it doesn't have to spend all money for non-development work. I see no harm if the provincial government makes an effort to work for the sake of people, be it in the form of improving the roads of local gali-mohalla or starting mega projects of dams and infrastructure.

The idea is, The federal government is going to start mega projects of national interest while the provincial government can work on the projects of provincial interests.

I know you agree with my post but the question I am raising is, people doesn't have to start shouting after seeing development work being carried out by provincial or federal government. Not all money has to be spent on education and health and don't topic start showing the condition of hospitals after every development work takes place. Everything has certain priorities and if our priorities are right... education, health followed by rest --- it doesn't matter if we spend money on development work.

corruption is due to lack of education.
thats the case mostly in FATA not KPK..due to lack of everything
Nothing to do with this thread.. just the bold part caught my attention.
Corruption is never due to lack of eduction. In fact educated people will find more elusive ways of corruption.

Corruption is always due to unchallenged power and authority. It is the abuse of power vested in somebody that results in corruption. So, lack of authority, accountability and proper framework leads to corruption.

By your logic if provincial government doesn't have to be working for development projects then they don't need development budget in the first place. We should take back the development budget of provinces and let the federal do the development in whole of Pakistan. As I said it's more centralised policy and I don't agree with that

I wonder if we even need provincial government in that sense. Federal can have dedicated boards for education, health, infrastructure, welfare and security and let them do their job in respective departments...
