I don't think so because if they do then Turkey loses leverage over them. So I think it is only a low hanging fruit for them to do what Turkey wants them to do. Besides, Sweden doesn't even border Russia so.

Turkey will not allow Finland and Sweden in NATO. It is a special club. Turkey loses leverage over them if Turkey allows them in. Plus, they can betray Turkey if they are NATO. Turkey does not trust them. Turkey uses NATO as low hanging fruit to make them do what Turkey wants.
