More than riots. Think of a situation an American cop would draw his gun, that's how often the laathi (wooden stick) comes out. I mean it's not that bad when you consider in many countries cops carry guns and usually shoot at the first chance they get.

That's cool but you see using a blunt object in an escalation of force can be seen as lethal force, incapacitate spray, tasers and the like offer a less than lethal alternative in the escalation of force as listed in the force continuum.

For example, someone with mental health issues and high on drugs and alcohol has a high amount of endorphin in their body which kill plain, as such blunt strikes will seemingly have little or no effect, in such cases for the safety of responding officers, it is only logical to utilize less than lethal options to incapacitate the offender without causing long lasting injury or death.
