Does Pakistan has any Metro (Metro-Underground railway system not bus system)?

Lahore will have an LRT system soon, but it will be mostly overhead like Vancouver's skytrain, with only some bits underground where there are historic skylines.

Why do people compare a CAPITAL (one-time) Expenditure of Metro Bus construction with a REVENUE (annual) expenditure such as, for example, Baluchistan Development Budget or whatever?
