When you say MQM failed then in the same train of thought you need to say that Army too failed to perform whereas Karachi is concerned. MQM is corrupt and violent but it was always competent and disciplined. With funds and an empowered Local Government system for Karachi, under Musharraf, it was the same MQM which performed great and all the while the then Mayor kept complaining about roadblocks and challenges because he did not have the contonment areas under his administration. And all that despite Altaf Hussain going bat-shit crazy. There is just no way any party, let alone MQM, could perform in Karachi without funds and power.
Just the other day I was reading that dozens of the main storm water drains were directly under Sindh Government, some 300+ big nallas were under KMC and over 400 smaller nallas were under the DMC (again, Sindh Government). What Karachi needs is an empowered, independent and flush Local Government with authority even over contonment areas such as DHA, Clifton, Shahrah-e-Faisal, Malir Cantt etc., furthermore, the Police too should be under the Local Government Administration as should be all other Government Organizations in the City. With that, all LG's will HAVE to perform or else they will not be voted into power again...........be it MQM, PPP, PTI, JI, or some random new party!
