Makes sense as some of the reform measures such as cutting subsidies may trigger inflation - this can bring any regime down in Pakistan or Bangladesh.
Backing from GHQ might help the govt take such bold steps.

To be fair, most of the standard IMF conditions, if implemented would strengthen the economies of these countries in the long term - the challenge is in selling such big ideas to poor, stupid masses.
A country not aflush in oil and gas revenue should not be dependent on subsidies.
