A delegation of senior editors and journalists from Bangladesh called on Union Minister of State (IC) for Power, Coal, New & Renewable Energy and Mines, Shri Piyush Goyal here today. The members of delegation were apprised about the series of reform measures that have been taken by the government to bring about transparency and accountability in the power sector and to achieve the mission of Affordable, Quality, 24x7 Power for All.

The interaction was organised by the Ministry of External Affairs as a familiarisation initiative for the delegation learning about the turnaround that has been achieved in India’s Power sector. A presentation was given to the delegation informing them about the transparency initiatives taken by the government like various mobile apps and web portals in the power sector and the change that the transparency and accountability has brought about in the governance in the sector.

Addressing the delegation, Shri Goyal said that India and Bangladesh have expanded the scope of engagement to an unprecedented scale, which has built a great level of mutual trust between the two Nations. The Minister noted that both countries have a lot to learn from each other and cooperate on a number of issues of regional and global importance. Shri Goyal commended the neighbouring Nation on its achievements like the Grameen Bank, revolution in the textile sector, on which India looks up to Bangladesh. India and Bangladesh are neighbours, more than just neighbours, he added.

Shri Goyal also expressed confidence of receiving greater cooperation from Bangladesh in areas like developing intra-regional power and transport corridors, maintaining peace and security in the South Asian region by putting up a consolidated front against regional and global terrorism, among others. This would enrich and strengthen the engagement between the two countries in the areas of mutual and shared interests, he added.

Talking about the future prospects of engagements between the Nations, Shri Goyal expressed willingness in supporting Bangladesh in the Renewable Energy sector and Energy Efficiency initiatives, in which India has achieved huge success. The scale at which the RE sector has expanded, would surely help Bangladesh learn from India’s experiences and help the Nation in transition towards Clean Energy in the future, the Minister added.

New Delhi: India and Bangladesh on Saturday inked nearly two dozen pacts in strategic areas of defence and civil nuclear cooperation after "productive" talks between Prime Ministers Narendra Modi and Sheikh Hasina.

In a joint address to the media with visiting Bangladesh PM Sheikh Hasina, PM Modi committed USD 500 million credit for the country's defence.

"India has always stood for the prosperity of Bangladesh and its people. We are a long-standing and trusted development partner for Bangladesh. India and Bangladesh are also determined that the fruits of our cooperation must reach our people," PM Modi said.

PM Modi held extensive discussions with his Bangladeshi counterpart Sheikh Hasina on ways to strengthen the strategic partnership between the two countries.

Both the leaders jointly launched new rail and bus services between India and Bangladesh and restored an old rail link between the two South Asian neighbours following bilateral talks here.

The two Prime Ministers launched the Maitree Express train that will run between Kolkata and Khulna in Bangladesh and bus services between Kolkata and Dhaka via Khulna.

The two leaders also restored a once defunct rail link between Radhikapur in north Bengal and Biral in Bangladesh and flagged off a cargo consignment of high speed diesel from Numaligarh Refinery in Assam.

However, much-delayed pact on the Teesta water sharing remained elusive for the two sides. Admitting that the pact was "important" for India-Bangladesh ties, Modi assured India's commitment to the issue.

He said an "early solution can and will be found" to the Teesta water sharing issue.

Prime Minister Narendra Modi today assured Bangladesh of an "early solution" to the emotive Teesta water sharing issue, a pact on which has remained elusive for nearly seven years. The two sides inked nearly two dozen pacts in key areas of defence and civil nuclear cooperation after "productive" talks between Modi and Bangladesh Prime Minister Sheikh Hasina here.

Modi held extensive discussions with Hasina on ways to strengthen ties between the two countries after which he announced a line of concessional credit of USD 4.5 billion for implementation of projects in Bangladesh.

Announcing an additional line of credit of USD 500 million to Bangladesh for military supplies, Modi said it will be driven by the requirement of that country. However, the much-delayed pact on Teesta water sharing remained elusive for the two sides. Stressing that the deal was "important" for India-Bangladesh ties, Modi assured India's commitment to the issue.

He said an "early solution can and will be found" to the Teesta water sharing issue. The Teesta deal was set to be signed during the then Prime Minister Manmohan Singh's visit to Bangladesh in September, 2011 but was postponed at the last minute due to objections by West Benagl Chief Minister Banerjee.

Teesta water is crucial for Bangladesh especially in the leanest period from December to March when the water flow often temporarily comes down to less than 1,000 cusecs from 5,000 cusecs.

India and Bangladesh signed 22 pacts in various key sectors on Saturday after Sheikh Hasina and Narendra Modi held extensive discussions to strengthen bilateral partnership between both countries. The 22 pacts were signed on a wide range of bilateral relations including energy, defence cooperation and infrastructure. However, the contentious and much-delayed Teesta water-sharing issue remained unresolved.

“I firmly believe that it is only my government and your excellency, Sheikh Hasina, your government that can and will find an early solution to Teesta water sharing,” PM Modi said at the press briefing. The statement came in the presence of West Bengal chief minister Mamata Banerjee who has some reservations on the issue regarding water for the farmers of the state. The deal was set to be announced during former PM Manmohan Singh’s visit to Dhaka in 2011 but Banerjee raised objections then. The river water is crucial for the farmers of Bangladesh especially during the winter months.

India also announced a $4.5 billion credit line to Bangladesh for projects in priority sector and an additional $500 million for defence procurement.

The two leaders jointly inaugurated, via video conference, a bus service that will run between Kolkata, Khulna and Dhaka, a new passenger train service from Khulna to Kolkata through Petrapole from the Indian side and Benapole from the Bangladesh side and a new rail link between Radhikapur and Birol for running goods trains. India will also finance diesel oil pipeline from Numaligarh-Parbatipur wherein Indian companies will enter into a long-term agreement for supply of high-speed diesel.

In his statement to the media, PM Modi thanked PM Hasina for honouring the Indian soldiers who laid down their lives in the Bangladeshi Liberation War. “Your decision to honour Indian soldiers who laid down their lives in the liberation war of 1971 has deeply touched the people of India,” he said.

In return, Sheikh Hasina also thanked the Indian administration for renaming an important road in New Delhi after ‘Bangabandhu’ Sheikh Mujibur Rahman, the founding father of Bangladesh. She called for cooperation in the South Asian region and talked about better border connectivity between India and Bangladesh.

“Regional cooperation is very, very important for development in south Asia,” PM Hasina said. “We both want to make our borders free from criminal activity… We decided to take our bilateral relations to new high. PM Modi and I agree greater connectivity is important for the region,” she added.

This brings our resource allocation for Bangladesh to more than 8 billion dollars over the past six years. Energy Security is an important dimension of our development partnership. And, our energy partnerhship continues to grow. Today, we added an additional 60 Mega Watt of power to the 600 Mega Watt of power already flowing from India to Bangladesh. The supply of another 500 Mega Watt has already been committed from the existing inter-connection. We have also agreed to finance the diesel oil pipeline from Numaligarh to Parbatipur. Our companies are entering into a long-term agreement for the supply of high speed diesel to Bangladesh. We have also agreed on a time table for regular supply till the pipeline is constructed. We are encouraging private sectors in both our countries to enter this space. Several agreements for investments in the energy sector in Bangladesh are expected to be signed by the Indian companies in the coming days. India will continue to be a willing partner in meeting the energy needs of Bangladesh, and its goal of achieving ‘Power for all by 2021’.

Connectivity is crucial for the success of bilateral development partnership, sub-regional economic projects and for the larger regional economic prosperity. Today, together with the Honourable Chief Minister of West Bengal , we have added several new links to our growing connectivity. Bus and train links between Kolkata and Khulna, and राधिकापुर-बीरोल have been restored today. In-land water-ways routes are being optimized. And, steps are being taken to put into operation the Coastal Shipping Agreement. We are also happy to see the progress being made in two-way trans-shipment of goods. We look forward to early implemntation of the B.B.I.N. Motor Vehicles Agreement. This would usher in a new era of sub-regional integration.

Prime Minister Sheikh Hasina and I recognize the need to diversify our commercial engagement. Not just to forge wide-ranging business partnerships between our two economies. But also for greater regional benefit. In this, a major part of the effort has to be from the business and industry of the two countries. Our agreement to open new Border Haats will empower border communities through trade and contribute to their livelihoods.

Prime Minister Sheikh Hasina and I have noted the success of our capacity building and training initiatives. The training of 1500 Bangladesh civil servants in India has almost concluded. We would undertake training along similar lines for 1500 Judicial Officers of Bangladesh in our judicial academies.

While our partnership brings prosperity to our people, it also works to protect them from forces of radicaliztion and extremism. Their spread poses a grave threat, not just to India and Bangladesh but to the entire region. We have the greatest admiration for Prime Minister Sheikh Hasina’s firm resolve in dealing with terrorism. Her Government’s ‘zero-tolerance’ policy towards terrorism is an inspiration for all of us. We agreed that peace, security and development for our people and for the region will remain central to our engagement. Today, we have also taken a long overdue step by signing an agreement on close cooperation between our armed forces. I am also happy to announce a Line of Credit of US dollars 500 million to support Bangladesh’s defence related procurement. In implementing this line of credit, we will be guided by Bangladesh’s needs and priorities.

Our two countries share one of the longest land boundaries. During my visit to Dhaka in June 2015, we had concluded the Land Boundary Agreement. Its implemntation is now underway. Along with our shared land boundaries are our shared rivers. They sustain our peoples and their livelihoods. And, the one that has attracted the greatest attention is the Teesta. This is important for India, for Bangladesh and for India-Bangladesh relationship. I am very happy that the Chief Minister of West Bengal is my honoured guest today . I know that her feelings for Bangladesh are as warm as my own. I assure you and the people of Bangladesh of our commitment and continuing efforts. I firmly believe that it is only my government and Excellency Sheikh Hasina,your government, that can and will find an early solution to Teesta Water Sharing.

Bangabandu Sheikh Mujibur Rahman was a dear friend of India and a towering leader. As a mark of our respect and deep admiration for the father of Bangladesh, a prominent road in our capital city has been named after him. We have also agreed to jointly produce a film on the life and works of Bangabandhuwhich will be released on his birth centenary year in 2020. Along with Prime Minister Sheikh Hasina ji, I am also honoured to release the Hindi translation of Bangbandhu’s ‘Unfinished Memoirs’. His life, struggle and contribution to the creation of Bangladesh will continue to inspire future generations. To mark the Golden Jubilee Year of Bangladesh’s independence in 2021, we have agreed to jointly produce a documentary film on the Liberation War of Bangladesh.

You have successfully carried forward the vision and legacy of Bangabandhu Today, under your leadership, Bangladesh is marching on a trajectory of high growth and development. The trial run of passenger train service between Bangladesh’s Khulna city and Kolkata began today with the arrival of a train at Petrapole here along the Indo-Bangla border. Prime Minister Narendra Modi, his Bangladesh counterpart Sheikh Hasina and West Bengal Chief Minister Mamata Banerjee jointly flagged off the train service through video link from New Delhi.

Regular service between the Kolkata station and Khulna will commence in July, Railway officials said. Indo-Bangla rail corridor through Petrapole was reopened in January 2001 for goods trains.

Prime Minister Narendra Modi and Bangladesh Prime Minister Sheikh Hasina addressed the gathering at the Manekshaw Centre for Sommanona Ceremony to honour Indian soldiers martyred in 1971 war. Speaking on the occasion, PM Modi said, “I would like to pay respects to all those who lost their life during the liberation battle for the betterment of humanity.” Earlier in the day, giving an impetus to their ties, India and Bangladesh on Saturday inked nearly two dozen agreements in strategic areas of defence and civil nuclear cooperation. The trial run of the Kolkata-Khulna-Dhaka bus service began in Kolkata on Saturday with an aim to take forward Indo-Bangla bilateral relations.

The trail was launched a day after Bangladesh Prime Minister Sheikh Hasina arrived in India for a four-day official tour.

Three buses were flagged off from ‘Nabanna’, the West Bengal secretariat, as a part of the trial run for a service that will be operational from June, official sources said.

Senior state ministers Partha Chatterjee, Subrata Mukherjee and Firad Hakim flagged off the buses.

The bus will travel 409 km in around 13 hours to reach Dhaka, sources said, adding the price of ticket is yet to be finalised.

The total time to reach Khulna in Bangladesh, including security checks, at the border will be around seven hours, he said.

Earlier bus services were introduced on the Kolkata-Dhaka-Agartala and the Kolkata-Dhaka routes.

Kolkata- Khulna-Dhaka bus service flagged off from Kolkata today

A Kolkata-Khulna-Dhaka bus service was ceremoniously flagged off from Kolkata today. Prime Minister Shri Narendra Modi, his counterpart from Bangladesh Smt. Sheikh Hasina and the Chief Minister of West Bengal Smt Mamata Banerjee jointly initiated the ceremony from Hyderabad House in New Delhi. This is a part of several initiatives being taken to strengthen bilateral relations and provide better road and rail connectivity for citizens of both the countries. Senior Ministers and high level officials from the Government of West Bengal and visiting delegates from Bangladesh participated in the flagging off ceremony held at Kolkata today.

The bus services are being operated on the Kolkata-Dhaka and Kolkata- Dhaka-Agaratala routes in addition to the newly introduced Kolkata-Khulna-Dhaka bus service. They are being run by the State Transport Corporations of West Bengal and Tripura, besides Bangladesh Road Transport Corporation. Now, for the first time, Kolkata and Khulna are being directly connected through a bus route. In the 409 Km long bus route from Kolkata via Khulna to Dhaka, two buses will run three days a week from both sides.

In a speech marked with some emotional moments, Sheikh Hasina discussed India’s contribution to Bangladesh’s liberation.

India-Bangladesh ties would undergo a “transformation” if the Teesta water sharing agreement is concluded, said Bangladesh Prime Minister Sheikh Hasina, disclosing that she had discussed the matter at length with West Bengal Chief Minister Mamata Banerjee as well during her visit to India, and had received assurances from Prime Minister Modi.

“On Teesta issue, Prime Minister Modi once again reiterated his government’s strong resolve to conclude the water sharing treaty. Once it happens, the face of Indo-Bangladesh relations would undergo another transformation,” Ms. Hasina told an audience including ministers, diplomats and members of parliament at an India Foundation event in Delhi.

Breaking away from her written speech, Ms. Hasina said, “I didn’t know what Didi (Mamata Banerjee) would say. When I met her, she suggested something new (sharing water of other trans-border rivers). But then Modiji said, ‘we are here to look after it’ (Teesta).”

In a lighter vein, Ms. Hasina added, “We asked Didi for water, but at least we got electricity referring to the 100mW of power extra India has promised to provide in the joint statement issued during the visit.

In a speech marked with some emotional moments, when she discussed India’s contribution to Bangladesh’s liberation, and several touches of humour, Ms. Hasina set out the course of India-Bangladesh relations, which she said were the “friendliest” ties for Bangladesh and cut across party lines in India.

“The land boundary agreement was supported unanimously in the parliament, for which I am grateful. That was a historic moment that united all people from all parties in India, and joined them with people of Bangladesh. Like the 1971 war, when we shed blood together, side by side, this was another such moment,” Ms. Hasina said, visibly tearing up during the speech.

The event was presided over by BJP leader L.K. Advani, who commended Ms. Hasina for forging relations with India as a neighbour that “all leaders in the region” should follow as an example. Mr. Advani said he had known Ms. Hasina for several decades.

Ms. Hasina also recounted her time in India after the assassination of her father and her entire family including her mother and her brothers in 1975, when she was abroad with her sister. “When we were homeless and countryless Indian Prime Minister Indira Gandhi said we could live here. Everyone was very welcoming to us,” Ms. Hasina said, disclosing that she had been allotted a home very near Mr. Advani’s home in Delhi’s Pandara Park.

Ms. Hasina thanked Mr. Modi for promising India’s support for Bangladesh’s campaign at the United Nations to have March 25 declared as “Genocide day” in remembrance of the atrocities by the Pakistani army during Bangladesh’s liberation war including three million people killed and 200,000 women raped. “We can forgive, but we can never forget,” said Ms. Hasina about the campaign.

Companies from India and Bangladesh today signed pacts worth over USD 9 billion here aimed at deepening partnership in sectors like power and oil and gas.

Among the MoUs signed in the presence of visiting Prime Minister Sheikh Hasina is a facility agreement between Bangladesh India Friendship Power Company (BIFPCL) and Exim Bank of India for debt financing for construction of 1,320 mw Maitree Power Project in Rampal in Bangladesh (USD 1.6 bn).

The MoUs include an implementation and power purchase agreement between Reliance Power and the Ministry of Power, Energy and Mineral Resources for the first phase (718 mw) of the 3,000 mw power project at Meghnaghat, entailing USD 1 billion (out of a total proposed investment of USD 3 billion).

The agreement between NTPC Vidyut Vyapar Nigam (NVVN) and Bangladesh Power Development Board for supply of power from Nepal envisaged an investment of USD 3.15 billion.

The event also saw signing of pact between Adani Power (Jharkhand) and the Bangladesh Power Development Board entailing an investment of USD 2 billion and a power purchase agreement between Adani Power (Jharkhand) and Power Grid Company of Bangladesh.

Besides, the MoUs signed include those on LNG terminal use between Petronet LNG, India and Bangladesh Oil, Gas and Mineral Corporation (Petrobangla), among others.
The MoU-signing ceremony was organised by CII.
