"BNP has no objection to giving transit to India, but India should pay fees for using Bangladeshi territory," BNP standing committee member ASM Hannan Shah said, addressing a meeting held here yesterday to mark the 34th death anniversary of the party founder Ziaur Rahman.

The Bangladesh Nationalist Party leader said the charges should be fixed in line with international practices.

He said transit had been earlier given to India on a limited scale by the Awami League government, "But it generated no revenue."

He said people would judge "how much of benefits come to Bangladesh and how much to India".

India, Bangladesh to expeditiously implement LBA on ground | Zee News

Dhaka: Significantly scaling up bilateral ties, India and Bangladesh on Sunday said they have decided to expeditiously implement the historic Land Boundary Agreement on the ground and cooperate in a wide array of areas such as civil nuclear energy, petroleum and power.

A joint declaration titled 'Notun Projonmo - Nayi Disha' (New Generation, New Direction), said Prime Minister Narendra Modi and his Bangladeshi counterpart Sheikh Hasina had agreed to "further enhance cooperation" in the energy sector particularly in renewable energy and nuclear energy.

"Both Prime Ministers agreed to cooperate in the field of civil nuclear energy, especially training for technical personnel," the statement said giving an insight into the issues discussed during Modi's meeting with Hasina yesterday.

Significantly, the statement said Modi and Hasina have given directives to the concerned officials on both sides for "expeditious implementation of the 1974 Land Boundary Agreement and its 2011 Protocol on the ground."

On the first day of Prime Minister Modi's maiden visit here yesterday, the two sides had swapped documents regarding the LBA that paves the way for the operationalisation of the 1974 pact under which 161 enclaves under the control of either countries will be exchanged.

They reaffirmed their commitment to extend all facilities to the residents of the enclaves and ensure that the rights of all citizens are protected, the declaration said.

Elaborating on the energy sector, an area of "growing cooperation", the document said the two countries have decided to initiate an annual India-Bangladesh Energy Dialogue to be led jointly by Secretary (Petroleum) of India and Secretary, Power Division of Bangladesh.

The dialogue will undertake comprehensive energy sector cooperation including in areas of coal, natural gas, LNG, supply of petroleum products in the sub-region, renewable energy, oil and gas pipelines etc.

In an attempt to bolster connectivity in the region, Modi agreed to consider Bangladesh's proposal to introduce the second Maitree Express between Khulna and Kolkata.

"The two Prime Ministers expressed satisfaction about the ongoing cooperation in the railways sector including the Akhaura-Agartala railway link and revival of the old railway links," the declaration noted.

Modi and Hasina welcomed the signing of the 'Coastal Shipping Agreement', which they said would open up newer avenues of cooperation in the areas of bilateral and regional trade and connectivity.

"Both the Prime Ministers agreed on the need for dredging of the Bangladesh-India inland water protocol routes to utilise their full potential," the joint declaration said.

The two Prime Ministers expressed satisfaction at the "unparallelled" level of cooperation between the two countries on security related issues and reaffirmed their "unequivocal and uncompromising position against extremism and terrorism in all forms and manifestations", it said.

They reiterated their commitment that their respective

territories would not be allowed to be used for any activity inimical to the other, the declaration said.

"As well as their commitment to cooperate with each other by sharing information about groups and persons indulging in terrorism," it said.

"The two Prime Ministers stressed the need for effective implementation of the Coordinated Border Management Plan (CBMP) for better border management so as to prevent cross border criminal activities, irregular movement, incidents of violence and tragic loss of lives," it said.

Both Prime Ministers reiterated that the number of deaths at the border must be brought down to zero and directed the concerned authorities and border guarding forces to work to that effect, it added.

PM's Address at the Bangabandhu International Convention Centre

The Prime Minister, Shri Narendra Modi, today said that even as his 2-day visit to Bangladesh was ending, he felt the real journey begins now. He said the welcome accorded to him, was in effect, a welcome to 125 crore Indians.

He was addressing a gathering comprising members of the Indian community, eminent Bangladeshis including political personalities, cultural personalities, business persons, academicians and Dhaka University students. He said that while people thought we were just near (paas-paas) to each other, now the world would have to acknowledge that we are not just paas-paas but also saath-saath (together).

He said he was especially happy that a Mukti Jodha President, in the presence of the Bangabandhu's daughter, had presented the Bangladesh Liberation War honour to Shri Atal Bihari Vajpayee, which Shri Modi had the honour to receive. He said that as a young man, his first exposure to politics was in the form of a Satyagrahi in support of the liberation struggle in Bangladesh.

The Prime Minister said the world rarely notices developing countries. He said Bangladesh has had to often face natural disasters. But nevertheless, he said, Bangladesh has done unparalleled work in many fields. He said the work done by Bangladesh in the garment sector is well appreciated. He said that he was happy to hear this on a recent visit to China, for the fact that a developing country had achieved such a feat. He said that if Bangladesh prospers, India too would benefit.

The Prime Minister said many states in India could learn from Bangladesh on several social indicators, such as infant mortality rate. He said when Bangladesh progresses, India feels proud, because Indian soldiers too have shed blood for the birth of this country.

The Prime Minister congratulated Prime Minister Sheikh Hasina for her single-minded focus on economic development. He said a firm foundation is being laid for Bangladesh's economic progress.

The Prime Minister said India and Bangladesh are both blessed to be young nations, with young dreams. He said a nation with such leadership and such strength, like Bangladesh, would progress inexorably.

The Prime Minister said the era of expansionism in geopolitics has ended. He said the world now needs vikaswaad (development), not vistaarwaad (expansionism).

Referring to the Land Boundary Agreement between the two countries, he described it as one which bonded hearts together. The Prime Minister said both India and Bangladesh wanted to establish the Buddhist circuit - and where there was Buddha, there could be no Yuddha. He quoted a newspaper editorial that said that the Land Boundary Agreement was equivalent to the fall of the Berlin Wall. He said the world would have to acknowledge that we are people who find ways to move ahead.

The Prime Minister said the younger generation deserves the chance to achieve its aspirations. He appreciated the contribution of the Dhaka University to Bangladesh. He said that India would work with Dhaka University on oceanography, to build the Ocean Economy.

The Prime Minister said SAARC countries were keen to establish connectivity at the last SAARC summit - but then - not every country is Bangladesh. He said India, Bangladesh, Nepal and Bhutan had now decided to move ahead in this direction. He said the European Union had developed a lot because of better connectivity. He said today no country could work alone, as the whole world has become interdependent. He said India and Bangladesh had recognized this fact, and this was reflected in the 22 agreements that had been signed during this visit. He congratulated the farsighted leadership of Bangladesh for accomplishing this.

The Prime Minister said a satellite photo would reveal that the SAARC countries were still dark - had no access to electricity. He said if India Nepal Bhutan and Bangladesh worked together, this darkness would be dispelled. He said recently Bangladesh helped India transport equipment for a power plant in Tripura, and now Bangladesh was receiving 100 MW of power from that power plant.

The Prime Minister spoke of shared potential in sectors such as solar energy and space.

The Prime Minister said Bangladesh had done a lot for women empowerment. He said this is a matter of pride. He recalled billboards in Dhaka featuring the woman cricket player, Salma Khatun. He added that the rise of the Bangladesh cricket team reflects the potential of Bangladesh. He said that he is proud that he has come to walk together with this Bangladesh.

The Prime Minister acknowledged that some tasks were still to be accomplished. He said he believed and panchhi (birds), pawan (wind), and paani (water) needed no visa - and therefore - the Teesta issue had to be solved with a human approach. Referring to unfortunate incidents on the border, he said it was the responsibility of both sides to ensure that a solution is found. He said illegal human trafficking and fake currency were issues which Bangladesh had expressed an intention to resolve.

The Prime Minister called for reform of the United Nations. He said India still had not got a permanent seat in the UN Security Council. He said this was a country which never fought to gain land. He said 75,000 Indian soldiers had sacrificed their lives for others in the First World War, and 90,000 in the Second World War. He referred to India's role in peacekeeping operations across the world. He said Indian soldiers had fought alongside Mukti Jodhas as well, for Bangladesh. Yet India had still not got a permanent seat on the UN Security Council. Referring to the Pakistani prisoners of war after the 1971 war, he said India released 90,000 soldiers, because it was only interested in the welfare and progress of Bangladesh. He said this incident, in itself should have been enough to convince the world that India should get a permanent seat in the UN Security Council.

The Prime Minister said that on the first day itself, his Government had invited SAARC leaders, indicating its intention to progress together with SAARC.

He said he was happy that the Prime Minister of Bangladesh had declared zero tolerance for terrorism. He said terrorism is an enemy of humanity, and therefore all humanitarian forces had to unite to fight it.

The Prime Minister said his vision and Bangladesh Prime Minister Sheikh Hasina's vision matched perfectly - that of development.

Teesta deal in joint statement - The Hindu

Modi says Tipaimukh project will not be taken forward in its present form.
One of the key contentious issues between India and Bangladesh — the sharing of Teesta river waters — finally made it to the joint statement, reaffirming India’s commitment to settle the issue “as soon as possible.”

According to the statement, Prime Minister Narendra Modi “conveyed that deliberations are under way involving all stakeholders with regard to conclusion of the Interim Agreements” on at least two rivers, Teesta and Feni. While it was not very different from what was said in the joint statement in 2011, there was one critical difference. In 2015, the Chief Minister of West Bengal visited Bangladesh and participated in key meetings. Later in the evening, Mr. Modi said he would “make it [Teesta deal] happen.” “We should not lose hope ever about this deal,” he added.

India, however, addressed another long-standing demand of its neighbour — to stop the construction of the Tipaimukh Hydro-Electric Power Project on the Barak river on the eastern edge of Bangladesh.

Tipaimukh project

“Prime Minister Modi also conveyed that the Tipaimukh project is not likely to be taken forward in its present form due to statutory requirements on the Indian side, and that India would not take any unilateral decision that may adversely impact Bangladesh,” the statement said. Besides, the statement reiterated India’s earlier position of not initiating “any unilateral decision on the Himalayan component of their river-interlinking project which may affect Bangladesh.”

The two countries signed and exchanged 22 instruments, including four agreements, three protocols, 14 memoranda of understanding (MoUs) and one letter of consent on a range of issues.

Much stress was laid on augmenting power generation and supply. The Palatna project will be operational and 100 MW of power will go to Bangladesh, while overall supply will be augmented from 500 to 1,000 MW. “Both sides welcomed the consensus to evacuate power from the north-eastern region of India (Rangia/Rowta) to Muzaffarnagar of India through Bangladesh,” the statement said.

Both sides also claimed to have made substantial advance in connectivity. India will get access to its north-eastern States through Bangladesh, while Bangladesh will have access to Nepal and Bhutan. Moreover, the Bangladesh shipping industry will substantially gain from an agreement on waterways connectivity. India has also agreed to “remove all barriers to ensure unfettered bilateral trade (to)…narrow the trade imbalance.” India will now provide a second credit line of $2 billion to the neighbouring country.

Sharing of Teesta River Water

As envisaged in National Perspective Plan for Water Resources development through Inter Basin Water Transfer prepared by MoWR,RD&GR, NWDA has identified Manas-Sankosh-Teesta-Ganga (MSTG) link under the Himalayan Component of NPP for diversion of the surplus waters of Manas and Sankosh rivers with supplementation from the intermediate major streams, namely, Aie, Raidak, Torsa and Jaldhaka for the benefit of augmenting the flows of Ganga at Farakka and further transfer to water short areas of Krishna, Pennar and Cauvery basins and providing irrigation facilities to the enroute command areas, including the Teesta basin for meeting the requirements of North Bengal. Pre-Feasibility Report of this link is prepared.

Government of India has been in discussion with the Government of Bangladesh to have an Agreement on sharing of common rivers including Teesta river on equitable and fair basis. During the visit of Hon'ble Prime Minister of India to Dhaka, Bangladesh in June 2015, as part of the Joint Declaration between the two countries, the Indian side had conveyed that deliberations are underway involving all stakeholders with regard to conclusion of the Interim Agreement on sharing of waters of Teesta River.

The endeavour of the Union Government is to arrive at an agreement on Teesta on a fair and equitable basis which is acceptable to all the parties concerned and which protects the interest of all stake holders.

This information was given by Union Minister of State for Water Resources, River Development and Ganga Rejuvenation Dr. Sanjeev Kumar Balyan in a written reply in Lok Sabha today.

Defence Minister Manohar Parrikar ended his two-day visit to Bangladesh on Thursday, after holding wide-ranging discussions with the nation’s political and military leadership.

This was the first-ever visit by an Indian Defence Minister to Bangladesh. Mr. Parrikar was accompanied by the Vice Chiefs of the Army and Air Force, Deputy Chief of the Navy, Director General of the Coast Guard and senior Defence Ministry officials. The visit comes in the backdrop of the recent settlement of the land and maritime boundaries and increased exchanges between the two defence forces .

An Indian High Commission press release said the visit was also the first by an Indian Defence Minister to any of India’s immediate neighbouring countries and was “ indicative of the importance the government of Prime Minister Narendra Modi places on its relationship with Bangladesh.”

Mr. Parrikar called on Bangladesh President Abdul Hamid and Prime Minister Sheikh Hasina. He also held talks with the Security Adviser to the Prime Minister on defence related cooperation. The chiefs of the Bangladesh Army, Navy and Air Force, Director General of the Coast Guard and the Principal Staff Officer to the Armed Forces Division called on the Defence Minister.

The High Commission press release said the Defence Minister proposed a number of new initiatives to enhance the capacity and capability endeavours of the Bangladesh Armed Forces. He conveyed India’s full support to the vision of Prime Minister Sheikh Hasina to achieve self reliance.

Two-day 18th Home Secretary Level Talks between India and Bangladesh starts today

Two-day 18th Home Secretary Level talks between India and Bangladesh started here today. The Indian delegation is led by Home Secretary Shri Rajiv Mehrishi and Bangladesh delegation is led by Senior Secretary, Ministry of Home Affairs, Bangladesh, Dr. Md. Mozammel Haque Khan. The last such meeting was held in November, 2015 at Dhaka in Bangladesh.

During the meeting, two sides discussed working of institutional arrangements, security related issues, cooperation in prevention of illegal activities along the borders, border management issues. The talks were held in cordial atmosphere and conducive to greater cooperation between the two countries.

Bangladesh youth delegation calls on the President


A youth delegation from Bangladesh called on the President of India, Shri Pranab Mukherjee today (December 5, 2016) at Rashtrapati Bhavan.

Speaking on the occasion, the President warmly welcomed the youth delegation from Bangladesh. He said that India and Bangladesh share common history, culture and struggle against British imperialism. He congratulated the Ministry of Youth Affairs and Sports, Government of India, Ministry of External Affairs and the Indian High Commission in Dhaka for this initiative. He said that this type of exchange helps people of both countries to know each other more intimately and share their thoughts, beliefs and faiths. He said that he has visited Bangladesh a number of times. After assuming the office of President of India, Bangladesh was the first country that he had visited and he fondly recalled this visit which took place in 2013. He said that he was sure that the spirit of love, affection and understanding which will be the result of this exchange programme will create a unifying bridge between the two countries. He said that people of the two countries should move and work together.

The High Commission of India in Dhaka in co-ordination with the Ministry of Youth Affairs & Sports and Government of Bangladesh organizes the visit of Bangladeshi Youth Delegation to India every year since 2012. The exchange programme involves interaction with local youth, visits to tourist and cultural sites and introduction to economic and social activities.

Among the dignitaries present on the occasion was Shri Vijay Goel, Minister of State (Independent Charge) Ministry of Youth Affairs and Sports.

The district police detained around 32 Bangladeshi nationals on the charge of staying illegally on Saturday.

Superintendent of Police S.N. Siddaramappa told The Hindu that the arrested were reportedly brought here by an agent to work in a meat processing unit. He said the men were found inside a warehouse in the industrial area.

“We found that the men do not carry any valid documents to stay here,” he said, adding that since they were illegal migrants, the decision on whether to send them to jail or keep them in custody would be taken based on the order of the District Principal and Sessions judge.

Mr. Siddaramappa said the police would inform the Bangladesh embassy about the arrest. The process of deporting the men would start only after following due procedure, which would take more over a week, he added.

This is a first of its kind case reported in the district.
