By "Speed" they mean corrupt (kickbacks) and allows white elephant projects (not sure if people of your background know what that means) with no checks and balances.

I would agree with this assessment - just as Pakistan turning the corner and becoming more trustworthy - I think China will treat the new leadership as highly suspect.
