Dude, I will be honest - I don't know the answer. The IIT Delhi floated this idea in 2013 and it was accepted but not implemented - another of the pro poor policies. But it is good, the tests have been done for 1 year - I am willing to see how it works. It has cleared the safety thresholds better than their synthetic counterparts. Let's see how it works out. First there will be pilot projects anyway. We will know.
The Council that floated this idea is actually Left wing.
I SWEAR this has nothing to do with IIT Delhi. Everytime BJP comes to power in state or centre somehow the cow urine thing crops up. I think it's coz it's widely available to gaushalas, is a waste product and the right wants to give a lollipop that you can make some more cash out of your waste product. That is the only rational explanation.
