You're not buying more MKKs, just upgrading existing ones.

Regardless of whether or not new J-11Bs are built, you still need to decide what to do with existing MKKs.
You can either scrap them (which would be a waste of money considering they're still useful), or leave them as they are (but less effective at dealing with modern threats), or you can upgrade them (better able to deal with modern threats) for the fraction of the cost of a new plane.

We can simply leave them the way it is (their combat capability is sufficient for now) and divert the money towards J-11B production and upgrading.

Nah.. the only reasons we use Old Russian tech and make it better its because we don't have any other choise, if we had access to U.S.A Tech, we should not have the need to use Useless russian tech....
