Analysts say visit to mark handover anniversary next month is aimed at boosting patriotism and is a rare chance for Beijing to show its military muscle

The People’s Liberation Army is to make its most visible appearance in Hong Kong in 20 years, marking the handover anniversary with an unprecedented port call by its first aircraft carrier, the Liaoning, sources told the South China Morning Post.

It will sail to the city for the first time early next month, following a visit by Xi Jinping – his first trip to the city since he became president in 2013.
Although US warships and aircraft carriers often berth in Hong Kong’s open waters, it’s extremely unusual for the PLA navy to make such a symbolic show. Mainlanders have yet to be given the chance to explore the Liaoning, a refitted former Soviet carrier that Beijing bought from a Ukraine shipyard in 1998.
Analysts say the port call will be an attempt to encourage patriotism while displaying the PLA’s military muscle at a time of renewed tensions in the South China Sea.

“Allowing Hong Kong people to see how the Chinese military has developed is a way to boost patriotism,”military expert Zhou Chenming said. “The Liaoning carrier is a calling card for China’s military, and visiting Hong Kong is a rare chance to show its strength and to show confidence to the outside world,” Zhou said.
Collin Koh, a maritime expert from the S. Rajaratnam School of International Studies at Singapore’s Nanyang Technological University, echoed that view, adding that the visit would be part of efforts by the PLA’s Hong Kong garrison to win hearts and minds, and raise awareness and support for the military.

More than that, both analysts agreed that the aircraft carrier’s presence in Hong Kong waters would also be aimed at sending a message beyond China.
“This will be a demonstration of Beijing’s resolve to defend China’s territorial integrity and sovereignty,” Koh said.

Zhou believed it would prepare China’s navy to “go global” and said the visit was also a move to extinguish ideas of independence in places like Hong Kong and Taiwan.

The PLA recently signalled that its Hong Kong garrison was no longer just a symbol of sovereignty but a combat-ready force that could demonstrate China’s military might. “The PLA’s garrison in Hong Kong is not only a military garrison; more importantly, it is a political garrison,” commander Yuan Yubai and political commissar Wei Liang of the Southern Theatre Command wrote in an article last week.
Zhou also said the visit would help pave the way for the South Sea Fleet, which oversees maritime security in the South China Sea, to add its own aircraft carrier in the future.

Although Philippine President Rodrigo Duterte has recently taken a more friendly tone towards China, Vietnam is unwilling to steer clear of the disputed waters. General Fang Fenghui, joint chief of staff of the PLA, cut short a visit to Vietnam earlier this month in a move seen as the latest sign of Beijing’s anger over Vietnamese activity in the area.

President Xi Jinping will be in Hong Kong from June 29 to July 1 to attend a ceremony marking the 20th anniversary of Hong Kong's return to the motherland, a statement said Sunday.

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, will also be present at the inauguration of the fifth administration of the Hong Kong Special Administrative Region, the statement said.

His visit is more like exercise of sovereignty over HK, since President Xi will not just be present at the inauguration but also will oversee our PLA HK Garrison. His present will surely send a warning to HK separatists and foreign factions, and the PLA HK Garrison will be ready if HK government asks Central government for help.

President calls on SAR to join in growth, further implement one country, two systems

President Xi Jinping called on compatriots in Hong Kong on Monday to join hands with the whole nation to "grasp the opportunities of the country's development" and further implement the one country, two systems principle.

Xi commented while visiting an exhibition at the National Museum of China in Beijing on achievements since the return of Hong Kong to China in 1997.

Concerted efforts are expected in exploration and innovation, with the goal being to maintain the long-term prosperity and stability of Hong Kong and to ensure a better future there, he said.

Multimedia presentations at the museum featured memorable moments in Hong Kong, including its return, and its reinforced role as an international financial center and rising star in the building of the Belt and Road.

Speaking of the past 20 years, Xi said the Hong Kong Special Administrative Region, with the strong support of the central government and the mainland, has witnessed comprehensive development in a variety of fields and has made achievements recognized by the world.

The great vitality of one country, two systems has been demonstrated, Xi added.

Experience during the two decades has proved that one country, two systems is not only the best solution to the Hong Kong issue, but also the best institutional arrangement for long-term prosperity and stability after the return of Hong Kong, Xi said.

The nation should further implement one country, two systems in an unswerving, all-out and accurate manner, and act in strict accordance with the country's Constitution and the Basic Law of the HKSAR to better promote Hong Kong's development, Xi said.

From Thursday to Sunday, Xi will be in Hong Kong to attend a ceremony marking the 20th anniversary of Hong Kong's return.

During his stay in Hong Kong, Xi, also general secretary of the Communist Party of China Central Committee, will also witness the inauguration of the fifth administration of the HKSAR.

As he toured the exhibition on Monday, he shook hands with both Leung Chun-ying, vice-chairman of the 12th National Committee of the Chinese People's Political Consultative Conference and chief executive of HKSAR, and Carrie Lam Cheng Yuet-ngor, the incoming chief executive.

Other Chinese leaders including Premier Li Keqiang also toured the exhibition on Monday.

hey guys, was there a military parade/ceremony for the 20th anniversary? I'm trying to find a video for my dad but all I can find is a short 10 min video of Xi inspecting the PLA troops in HK, and a 1hr+ concert. thanks
