It is well-prepared and avoids the usual hysteria commonly found at this board. It merits reading by serious students of east asian military force balances.
While the RAND report is less political motivated than most thinktank reports, we should remember that the head of the project was fired because he was too negative about the Lockheed F-35. Subsequent reports were much more positive about the F-35.
