If you are spending so much money you should have engage foreign contractors on turn key basis. and engage local contractors ( Owned by professional engineers) with them to build internal capability.

In India, Kolkata Metro ( underground) was operating since 80's and also Delhi Metro for so long. Never observed such issues.

Nobody can bring in the foreign contractor till useless Nawaz Shareef is holding the seat. His own brother spent 45 carores on his personal property from the Govt fund. Zardari and his puppy ran away from the country and Nawaz didn't stop them. Half of the Shareef family is in the National assembly so how it is possible?

They just spent 6 carores on the cars for the judges appointed by NAWAZ SHAREEF. Every person in govt from govt contactors to judges are in Nawaz's pocket. There is nothing you can do unless army will take some swift action against them. I urge you to watch their protocols. Trust me you will be surprised.
