WTF are you talking about? There is still development going on in Karachi. Yes under Mustafa Kamal Karachi was thriving but right now there is still development going on.

Education City
Korangi Creek Industrial Park
Karachi Circular Railway
So many sewage lines are being repaired
So many new roads and old roads being repaired
Countless flyovers
So many hospitals
Karachi Deep Water Container Port
So many skyscrapers and highrises under construction
