Philippines ‘Gravely Concerned’ China is Starting to Invade Scarborough (Huangyan) Shoal

The Philippines demanded an explanation from China’s ambassador over the "increasing number" of Chinese military vessels near the disputed Scarborough Shoal in the South China Sea.

Earlier this year the Obama administration issued a "red line" declaration to China warning that there would be severe consequences if Beijing sought to reclaim the Scarborough Shoal from the Philippines despite a number of defense analysts predicting that Xi Jinping’s government planned to do just that in the heart of the US election season when politics would be placed above international affairs.

The disputed shoal sits at the heart of the South China Sea territorial dispute between China and the Philippines who sought a declaration from The Hague international tribunal to invalidate Beijing’s longstanding claim to the territory and much of the surrounding waters. The basis of that decision, in large part, was Manila’s control of the shoal and the decision, which China has denounced, would rip waters from Beijing’s control through which 40% of the world’s shipborne trade transits through.

On Sunday, the Philippines rang the alarm over what they perceive as a move by China to begin the process of reclaiming the shoal while the world is distracted with the G-20 Summit after Filipino surveillance aircraft spotted an increasing number of Chinese vessels – much more than Beijing has maintained since seizing the shoal after a 2012 standoff according to Philippines Defense Secretary Delfin Lorenzana.

"There were four Chinese coastguard ships and six other vessels, including blue-colored barges, around Scarborough Shoal," he said in a text message to reporters. "The presence of many ships other than coastguard in the area is a cause of grave concern."

Philippines President Rodrigo Duterte has demanded that China abide by the international tribunal ruling, but also said that he would not raise the issue during the G-20 summit. The bombastic Filipino leader has said that if China were to invade the shoal that his country was prepared to engage in a "bloody conflict" against the Chinese in order to secure his country’s sovereignty.

If the Philippines were to engage in an armed conflict against China then the United States would immediately be drawn into the conflict pursuant to the mutual defense treaty signed by the two countries nearly six decades ago considerably raising the stakes over what is actually nothing more than a few rocks that are sticking up out of the Pacific Ocean waters.

Lorenzana expressed his grave concern over the buildup of Chinese ships, but also urged caution.

"We don’t know yet if those barges are precursors of future dredging operations," he said. "If they try to construct anything in Scarborough it will have a far-reaching adverse effect on the security situation."

The US State Department said on Sunday that the United States continues to monitor the escalating situation in the South China Sea and encouraged "all sides to exercise restraint and take practical steps to lower tensions."

Looks like China is stepping up development efforts in Huangyan before Obama departs China, heading back to Washington.

I thought China already took over the Scarborough Shoal a few years ago.

The development of the shoal will continue as planned. Red line or blue lines are just empty statements by the troublemakers for local consumption.

How could BeiJing not finish the job there? Besides the shoal is within Chinese territory.

The talks with Manilla should continue in parallel with development in SCS. The ball is really in Manilla's court now..as it always has been. Same goes for Vietnaam.

China must also be crystal clear that any illegal drilling by Vietnaam within the Nine Dash Line will not be tolerated.

Apart from customery noise I do not see any hinderance to the further developments in SCS.

second, we drill oil and gas within our EEZ "violating" China 9 dash line since years.

Soon India will also start drilling oil from parts of SCS claimed by Vietnam and Philippines....

English is not my first language...hence the european mistake. But the name of your beautiful country still remains the same. Great name! Why you insist on english name though?

I am afraid you will have to stop violating the Sovereignity of Nine Dash Line then...if Vietnam is actually drilling in the Chinese waters that is. I doubt it though.

It is better to have constructive engagement than choosing conflict. The door of friendly dialouge is always open to Vietnam as well.

I am sure that the Viet gov will choose contructive approach above conflict.

Anyhow, all the best with the dvelopment of Viet and its people.

Please, don't become puppets in the hands of troublemakers...its always the grass that gets trampeled when the giants fight.

We don't care an iota so long as you drill for oil outside the dotted line. So far all drillings by Vietnam and/or its foreign business partners have been west of the dotted line.

Then why is China concerned when India is drilling oil ? The real reason is the claim made by Vietnam is overlapping with that of China. If China thinks she can usurp all of SCS then it is her mistake. So China is fuming when Vietnam/Philippines allows India in a disputed territory. Ring a bell ?

Yes, the back channels have been fully active and two way communication is progessing. Huangyan island is lat stich in the Nine Dash Line. The speedy construction is imparative here. Sooner the better, really.

Only then the second phase i.e. commercialisation can start in full swing. SCS is not about realestate..its the core issue of Chinese Sovereignity and National Security. No compromise can ever be made that harms these two aspects of the core Chinese interests here.

The troublemakers can only make a little bit more noise. Nothing substantial will happen other than this.

Anyhow, I look forward to see the rapid development. Always nice to see statelite pictures of development.

That's typical....indian PM always flies around, making signature....But little tangible
It's like a free journey paid by indian tax payers without a wife traveling alongside
