I can assure you that during the governments of the Qing Dynasty, Sun Yat Sen and by Jiang Jieshi (Chiang Kai Shek), there were no Chinese naval forces claiming the spratleys or the Scarborough shoal.

I don't know whether Chinese naval forces claimed that or not.
But I do know 9-dotted-line in 1947 was acknowledged by US.

Guardian | China and Philippines end fishing standoff

The last five Chinese fishing boats at the centre of a dangerous impasse between China and the Philippines have left a disputed shoal in the South China Sea, diffusing the standoff, officials say.

A spokesman for the Philippine department of foreign affairs, Raúl Hernández, confirmed that the boats had left Scarborough Shoal off the north-western Philippines.

He said the Philippine foreign secretary, Albert del Rosario, and the Chinese ambassador, Ma Keqing, were continuing to talk to find a permanent solution to the Scarborough issue. Both countries claim the uninhabited, horseshoe-shaped shoal, which lies 140 miles (230km) from Zambales province, the nearest Philippine coast.

The impasse began on Tuesday when Chinese ships prevented the Philippine navy from detaining Chinese fishermen allegedly caught poaching endangered corals, giant clams and live sharks.

Eight Chinese fishing boats were initially seen in the area, but the number increased to 12 at one point, said Lieutenant General Anthony Alcantara, the regional military commander.

The last five vessels left the area on Friday night along with a Chinese fisheries law enforcement ship after talks between the two countries' diplomats, he said. The other boats had pulled out earlier.

A Chinese maritime survey ship and a Philippine coastguard vessel remain in the area, where Philippine fishing boats are also present, Alcantara said.

He said the Chinese boats had apparently left with their catch, which Philippine authorities had earlier wanted to confiscate in accordance with local law.

The impasse has reignited concerns about potential conflict in the South China Sea, one of the world's busiest seas lanes and home to myriad competing territorial claims, most notably the Spratly Islands, which are south of the shoal.

The disputes have settled into an uneasy standoff since the last major clash, which involved China and Vietnam and killed more than 70 Vietnamese sailors in 1988.

Reports: US, Philippines building new naval base in Spratlys

A new seaport being built by the Philippine government in the Spratly islands could become the Pentagon's military outpost in the hotly contested South China Sea, according to news reports.

Manila is looking to rebuild the seaport and adjoining runway on Pagasa Island, which part of the chain of islands off the coast of the Philippines, Malaysia and Vietnam.

The Philippine government claims the effort is strictly designed to support commercial business and tourism to the island.

However local residents say the construction is the first step in creating a mini-naval base for U.S. and Philippine troops.

"It is near the Spratlys and U.S. can always check China’s aggressive campaign claim over Spratlys and maintain its military interest in the Asian region ... these advantages are non-negotiable," Salvador France, head of Pamalakaya, a local advocacy group in the region, told The Philippine Star on Monday.

The installation could also be used as a jumping-off point for counterterrorism operations in the Palawan region of the southern Philippines. The area is home to the Abu Sayyaf, an Islamic terror groups with ties to al Qaeda.

A U.S. special operations task force has been stationed in the region since 2001, supporting Philippine forces in their ongoing campaign against Abu Sayyaf and other Muslim extremist groups in the region.

American and Filipino forces are scheduled to begin military exercises in Palawan next month.

France also asserts the new facility on Pagasa Island will be the new home for thousands of U.S. Marines scheduled to leave Okinawa within the next two years.

DOD has planned to move the Marines to its installations in Guam, however the Pentagon is still reviewing plans for the move.

Congress blocked a request for additional funding to build up based in Guam in the fiscal 2012 defense bill, until DOD provides a road map on how the move will take place.

But that perceived foot-dragging by the department has drawn the ire of top congressional lawmakers in recent weeks.

"We acted, as is our responsibility, because of our intense frustration about the lack of progress on this issue," Sen. John McCain (R-Ariz.) told Navy and Marine Corps leaders.

The review, which Congress requested to be complete by the end of March, has yet to be completed, McCain pointed out during a March 15 hearing of the Senate Armed Services Committee.

"I'm not going to let you continue to slow walk us on this issue," he warned.

Navy Secretary Ray Mabus told committee members that an private firm has been selected to conduct the assessment, but that company had not been put under official contract with DOD at the time.

However Marine Corps Commandant Gen. James Amos told the committee the services and DOD were confident the assessment is on track.

"Both our government and the government of Japan at the very highest levels are still working through some of the issues, [but] I am comfortable" with future plans for Okinawa and Guam, he said.

The Spratly Islands and the surrounding South China Sea have been an area of contention among China and its neighbors in the Pacific.

The Pacific region is the focus of the Pentagon's new national security strategy unveiled in February.

Beijing claims the islands and surrounding waters as sovereign territory of China. Other nations, including the Philippines, have made similar claims.

Commercial vessels from those neighboring countries have complained of being harassed by Chinese naval ships patrolling those waters in recent years, further inflaming tensions.

Pacific Command sent a Navy destroyer to the South China Sea last June as a check against China's aggressiveness in the region.

Singapore is a small city state and is prone to intimated by her bigger neighbors although her peaceful relation with them notwithstanding. Her close relationship with the US is genuine and went back for a long time. Recent years she also very close to China in the economy area. It's not easy to survive when you're small.

I think it's OK to be friend with the US as long as you're not been too close , otherwise she'll use her money and military power to enslave you. Clear the future of Vietnam is China because China can single handed lift up Vietnam economy. Of course there will be difficult moment at times, why not, even 2 brothers fight all the time.

The world is changing and talks about wars is very foolish. The best way to go for the 2 countries is always keep a dialogue going no matter what.

The United States has no real friends. The United States only has "interests." With the exceptions of Number 10 Downing Street and the militant Israeli leadership, it's all business.

Not only are friends people who care about you, but also they are those on whom you can depend when times are tough. The maintenance of friendship requires goodwill and honor. Alliances can be made between nations to address enemies in common and to serve economic goals.

Should a nation abandon goodwill, honor, economic integrity and rational defense plans, that nation risks losing friends and allies.

America's friends have been discarded by a reckless Administration aided by a complicit Congress. Inside the smoke and mirrors of Washington DC, allies are sacrificed in pursuit of empire.

Much has been written about the execution of Saddam Hussein. Soon he will fall into little understood pages of seldom read history. I find profoundly disgusting the closing of his chapter in President George W. Bush's "Mission Accomplished."

Don't misunderstand me. Saddam Hussein was a brutal dictator whose execution may well have been deserved. Unfortunately, the same country that installed Saddam, a country currently led by another vile excuse for a human being, orchestrated Saddam's downfall and death. Sadly, there are plenty squabbling, ruthless men eager to take Saddam's place.
