If he is that much qualified, he must segregate internet usage in military vs civilian areas.. and website visits by civilians and visits by military, IOJK police and their family members..

He can easily find out 99% of the internet traffic to the dirty websites originates from IA, Indian Police and their family members' devices.

Of course. If he says so it must be true, not propagandised half truth or simply a lie. Since he has access to true factual data, he must have by default used that data to reach an evidence-based conclusion.
