Peace deal with Hekmatyar Hizb e Islami to be signed in 2 to 3 days: officials

The officials in Afghanistan High Peace Council (AHPC) have said the peace agreement with Hezb-e-Islami party led by Gulbuddin Hekmatyar will be signed in coming two to three days.

Deputy High Peace Council Chief Abdul Khabir Ochqoon told RFE that the draft peace agreement will be signed in two to three days.

This comes as the peace deal between Hezb-e-Islami and the Afghan government was due to be signed on 10th September, ahead of the Eid holidays.

However, the Afghanistan High Peace Council said the signing of the peace agreement was postponed due to Eid holidays but a final agreement has been concluded between the Afghan government and the party.

The statement by High Peace Council was released amid concerns that the signing of the deal was delayed due to some internal issues, apparently within the government to conclude the deal.

Earlier reports emerged earlier suggesting that the party has issued new impossible-to-meet demands to sign a peace agreement with the Afghan government.

According to the reports, the new demands included cancellation of pacts with the United States, a timetable for the withdrawal of foreign troops and that it be signed by a new government.

The new demands were made as Hekmatyar had earlier said he has changed his conditions for peace process with the Afghan government by stepping back from his demands for the complete withdrawal of foreign forces

Now bad terrorist Gulbudin Hekmetyar is not only going to become good terrorist -- he'll probably become a member of parliament or statesman.

Afghans want laws of physics where only the Afghans have the right to anoint Good Terrorists, Bad Terrorist and then statesmen -- not to mention the great human beings: Dostum (now vice-president), Sayyaf (member of parliament), and many such wonderful individuals ;-)

personally i think Afghanistan instead of pro-Pakistani or anti-pakistan approach needs Nationalist approach which has been destroyed due to their dependence on others mainly Pakistan and US But also the Nationalists like Rabbani and massoud are also gone and no one among present warlords seems worthy
Ghani was the man but he dont have the political penetration into Warlords and their factions of old due to which he suffers he has not been able to deliver his true potential because of Indo-Pak interest grabbing

well basicaly he is the one who broke peshawar accord so he is the reason of the war in Afghanistan after 1992
it was later in 1996 perheps when Taliban rose to prominence
Taliban is a purely civil war case and i will call them as such not insurgents

yeah from the last reports Jenabe CEO CEO apparently told India that there was no way in hell that he was going to allow this deal to go through.

the rumor seems to be that Ghani sab is skipping the UNGA meet this week to make sure that this deal gets signed. Didn't know Hekmatyar was still that important?

Is Ghani that desperate -- noooo can't be right? -- the erstwhile Northern Alliance may be crooks but they're not immediate threats to him -- so what is Ghani thinking?

If this deal does go through and succeeds in stemming some of the violence, it may give him enough public support to re-approach Pakistan; this would essentially allow Ghani to weaken those that have previously sabotaged past peace processes.

Remember, it was neither Pakistan nor Ghani that sabotaged previous attempts, and Ghani knows this very well. His rhetoric, no matter how much he really hates Pakistan, towards Pakistan is mainly to appease the hardliners within the NUG.

As long as he abides by afghan constitution, renounces violence and plays ball, he is better in than out.

As for justice, when things calm down there will be a similar setup by international criminal court like the ones in africa, or former yugoslavia and those committed crimes will be held responsible.

ISLAMABAD: Gulbuddin Hekmatyar-led Hizb-i-Islami Afghanistan is set to ink a “historic” peace agreement with the Afghan government in two days, a senior Hizb leader claimed on Tuesday.

With the signing of the agreement, the Hizb, the second largest resistance group in Afghanistan, will declare a ceasefire and join mainstream politics. This will also pave the way for Hekmatyar’s return to Kabul.

Abdullah gives up opposition to peace deal, says Hizb-e-Islami

“The signing ceremony will either be held on Wednesday afternoon or Thursday morning,” a member of the group’s 13-member delegation said. Speaking to The Express Tribune, another member of the delegation said, “I can confirm that the agreement would be signed either on Wednesday or Thursday.”

According to reports, the group’s political committee chief Ghairat Baheer will lead the delegation, while Amin Karim will sign the deal. The agreement was earlier scheduled to be signed in Kabul on September 10, according to Hekmatyar, but “internal problems” led to the postponement of the accord.

Afghanistan’s Chief Executive Abdullah Abdullah on Sunday withdrew his opposition to the proposed peace agreement, a senior Hizb leader claimed. Abdullah told the council of ministers that he did not oppose the peace deal and that he had given his consent in its favour.

Peace deal still on hold

The Afghan government has been under pressure to sign the draft of the peace deal. The agreement is seen as important in the wake of the Taliban refusal to join the peace process.

“If the process fails, how will the government tell the Taliban and other groups to join the reconciliation?” Radio Azadi quoted Senator Muhammad Hasan Hotak as saying.

Here is the point:

1. Who gives the current Afghan Government [and by extension the Afghan people] -- the sole license to say that someone is a good terrorist and bad terrorist
2. For example -- the Pakistani Government (in good faith or bad faith) claims that they need more time to get the Taliban onboard -- who is Afghanistan to say that the time has run out and now it is time for action -- when they, the Afghans, can arbitrarily choose to cut a deal with the HIG which is currently active in Afghanistan?
3. Some examples of comparable performance:
a. The Paris talks between the US and NV -- took six years to reach fruition. And, most people claim the US knew that NV was negotiating in bad faith -- as was evidenced by the NV march into South Vietnam after the US withdrew -- Also the US was very involved in the conflict -- we suffered 50,000 casualties at the hands of NV
b. Kabul has been negotiating for over a year with Gulbudin Hekmatyar -- and if the rumors are true the deal does not even require the disarming and demobilization of the HIG as a pre-requisite for the deal (huh???)

So it is a matter of sole and arbitrary agency that Kabul is asserting that is the point. What gives Kabul this license is the question?
