It is possible that those sadhus are Muslims. It is possible that they are Hindus. One thing is that technically it cannot be verified by seeing their lingams. Hindus could be circumcised too. I am circumcised. It can only be proved that they are non-Muslim if they are not circumcised.

These pandas are a menace in religious places in the north. They come in groups, accost you (especially families with kids), hang around you in a menacing fashion and refuse to go until you pay them. As a kid I have experienced my parents being harassed by them in Mathura and Vrindavan many times.

Another question is - do Hindu thugs roaming around as sadhus and extorting money qualify as impersonation? There isn't an official qualification for being a sadhu. People pay up simply because they assume the person is a Hindu ascetic and therefore worthy of respect. Most of them are charsis and drink daaru too.
