I think 21st ammendment is also an example where some judges disagreed with it

I don't know so much about this but I have a question just for my understanding
When NAB was established back in I think in 2000, NAB Law was passed and it was to be implemented on all cases from 1985 onward right ?
So can they pass an amendment like that ?
