What about Pakistani security services that did not stop these militants in early stages ? The Pakistani leadership supported these militants that helped them to became entrenched in Waziristan. Now it is not time to discuss what happened but what could be done to bring back these Pakistani refugees back to Pakistan.

Its an interwined story fuelled from extremisim of wahabism towards jihad forming radicalism leading unfortunately to terrorism.
After Afghan war, some fighters returned to their countries but many stayed back. Pakistani forces sent some to kashmir as freedom fighters. Others called themselves Taliban and made a government in Afghanistan. The people of Wana, waziristan etc were sympathetic towards these fighters and not only gave them refuge but also got them married inside their families thinking of them as pure and true muslims who do jihad. Its been 25 years now, they have kids, their roots have deepened.
This is not the complete problem,some of the tribal areas in FATA are not governed formally by Gov of Pak. This problem makes control over tribal areas even worse. The police over there is called Levis, who are locals. Their courts are Jirgas who dont accept court system of Pakistan. They want to continue their ways of life and dont want any modernization even when the parliamentarians elected from FATA have wanted to include it in KPK, the tribal leaders stood up against this move. There is a notion that tribal areas may become a separate province. The ops by PA started even before in 2007 and still continuing today due to these problems. Pakistan area Swat is another story like this. Both places are smugglers and convicts heaven


These Pakistani refugees who preferred to cross border to Afghanistan rather than settle somewhere in pakistan , are and will be sympathetic to such fighters as well as Taliban of Afghanistan etc.

First teach and educate them about extremism.
Make education common for women.
Change the law and order set-up of tribal areas. Bring it under federal Gov of Pakistan Control enabling Police and Court system not jirga and levies..
Stop the Gun culture in their society.
Focus on modernization in affected areas of FATA.
Make hospitals,schools, colleges and universitiesi n this area.
Start development projects of infrastructure and manufacturing so locals stop walking around with guns instead get jobs.

Pakistan's security services should cleared out these militants long before they became a serious threat. This is the failure of Pakistan intelligence and security agencies and not the fault of these innocent people. Pakistan is also being blamed for harboring Talibans does that means all the Pakistanis are culpable ? Does the Paris attack means all the Muslims are militanats ? Don't generalize by blaming the civilian population of Waziristan. Its is another huge failure of the Pakistani security forces.

Let's get one thing straight. Had the army gone in before you would have been the first one to lash out against the Pakistani state for interfering into the tribals' affairs. They wouldn't let the police do their work in those regions, what in God's name are you talking about? The State tried time and time again to find a peaceful solution to the problem but the bastards that the Taliban are it never came to any fruition, nor did the tribals of those regions, in any large part, ever rise up against them. The State, at the risk of the enemy escaping, even at the last moments gave the local populace an opportunity to choose sides and evacuate to purpose-built refugee camps.

The people of these regions didn't just rent out a few houses to the Taliban, their whole economy, society and life was now moulded around them. It was funny how a region supposedly so fierce about any state meddling in their affairs handed the reigns to the Taliban so comfortably. The actual tribals who had honour had long left those regions when the Taliban came (Baitullah Mehsud's own cousin being just one of the examples). Take the example of Swat where the populace themselves demanded an army intervention in the region when the Taliban grew strong and when the army went in it was them who were the primary support of the military against the Taliban, exactly why the Swat operation was so swift and effective. Pray tell us when did the people of Waziristan ever demand that. Stop fishing for excuses as if a hand full of locals facilitated the Taliban, it was a whole swath of society in that part of the world, be it directly or indirectly, mistakenly or consciously. Hence, the military had to lay waste to the whole system or risk a prolonged urban war or the resurgence of the bastards. The results of the campaign speak for themselves. And it's not even as if the army enters, destroys and moves on, its building roads, schools, mosques, markets, clinics in places where these things were unheard off.

Ask yourself why have the Taliban not been able to gain such a foothold in any other part of the country? Even in Karachi, where with the aid of gaps in the State's writ, owing to the ongoing gang-war between the ruling political parties, they have built a large presence, they still can't step out of the shadows.

The refugees should obviously be brought back. It should also be investigated that why did they choose to go to an Afghan refugee camp when there were empty refugee camps in Pakistan built only for them.

Escape from who? The Pakistan Army? Why would they need to escape the Pakistani Army? Were they terrorists? The army gave the non-combatants days to evacuate to the refugee camps set up by the army before the march began. Not to mention the +90% of the IDPS who were evacuated and did not go to Afghanistan. Even after beginning the 'march' the army gladly took surrenders. Your explanation would only be valid if these people were terrorists running away from the army......

These few thousands refugees in Afghanistan, are from border villages in Datta Khel. The operation started in June, the summer is unbearably hot in settled areas of Bannu, Lakki, Karak etc while its comparatively less hot in Afghanistan........many IDPS , especially Kids died from heat stroke when traveling towards Bannu and waiting for hours in scorching heat, none of it was reported in media which was busy covering news of Tahir-ul-0Qadri and then flood in Punjab.

We have certain sayings in our language for Maseeds and Wazirs. I rather not get into them. Suffice to say, they got what was coming to them. If you ask me, they should get some more of the loving, they deserve it.

For rest of Pakistani's, don't lose sleep over their plight, they slept with the enemy and are paying for it. This is what should've happened long way back. Same should happen with MQM in Karachi. I have absolutely no sympathy for either old school criminals or criminals in suits (Altaf Bhai). After him, it should be turn of Patwari gang in Lahore.

These are Pakistani citizens that escaped from the ruthless Pakistan Army action that did not distinguish between innocent civilians and the militants. First Pakistan Army ignores these militants for years then take action against them while innocent Pakistani civilians were made refugees in a foreign country.
These people are refugees precisely because the Pakistan Army 'distinguished between innocent civilians and the militants' - if the Army had not made that distinction, they would not be refugees, they would be corpses buried in Waziristan.

And don't forget that Gul Bahadur openly warned the residents of North Waziristan against sheltering in IDP camps or elsewhere in Pakistan, and ordered them to travel to Afghanistan instead.

The Army left corridors open for the refugees to travel East. Those that traveled West did so because of reasons @Samandri mentioned as well as the threats from Gul Bahadur - stop with the falsehoods already.

Only 40% of "internally displaced persons" have returned according to Gen Sharif without any independent confirmation. While Waziris that escaped to Afghanistan still have not come back. Pakistan must repatriate all the Pakistani refugees from Afghanistan.

RAWALPINDI: Nearly 40 per cent of the internally displaced persons have so far returned to their homes, Army Chief Genral Raheel Sharif was apprised during his visit to the North Waziristan Agency on Saturday.

The army chief was briefed about the progress of ongoing Operation Zarb-i-Azb and the return of IDPs, read a statement issued by Inter-Services Public Relations.

Details related to the ongoing rehabilitation work, and its effects on the socio-economic landscape of the area were also shared with the military chief.

Gen Raheel expressed satisfaction over the pace of rehabilitation work and directed all concerned to ensure a dignified return of IDPs — to a better built and rehabilitated area.

Giving details, the formation commander said that around 291,827 families were internally displaced due to the Zarb-e-Azb operation. So far, nearly 108,503 families have returned to their homes following the successful culmination of the military operation.

The army chief interacted with the tribal elders and recently returned IDPs, and assured them that the army will stay in the area till the completion of resettlement process.

The tribal elders appreciated the efforts of military in carrying out successful operations, and affirmed that with the help of the army, terrorists will never be allowed to return in the area.

General Raheel Sharif also inaugurated a 110 bedded Tehsil headquarters hospital in Mir Ali, which has been equipped with state of the art equipment, the ISPR said.

He appreciated the army engineers for their dedicated efforts in executing quality construction work.

To enhance education standards and help locals benefit from the emerging economic opportunities, Gen Raheel announced the construction of a cadet college near Mir Ali for children of Waziristan.

Appreciating intense hard work by intelligence agencies and law enforcement agencies, the army chief said that terrorist networks and their linkages are being unearthed across the country and this nexus will be broken at all cost to bring enduring peace.

Pakisyan is one of the rare countries where its own armed forces sponsors militants and then uses it;s airforce to target them when they became threats. Such short sighted Generals who never do any long term analysis.

PESHAWAR/LANDI KOTAL: Twenty-three suspected militants were killed and 10 others injured in air strikes in North Waziristan and Khyber Agency early on Friday morning.

An ISPR statement said: “Precise air strikes were carried out to target terrorist strongholds in areas close to Pak-Afghan border in Shawal and Khyber Agency. As a result, six terrorist hideouts were destroyed in which 23 hardcore terrorists were killed and more than 10 injured.”

In Shawal area of North Waziristan, 17 militants were killed and several others injured when military planes hit their six hideouts.

In Tirah valley of Khyber Agency, attacks by military planes left six militants dead and several others injured.

Security officials said that the militants killed in Tirah had affiliation with the banned Tehreek-i-Taliban Pakistan (TTP) and Lashkar-i-Islam.

They said the airstrikes were carried out in the mountainous region of Rajgal near the Afghan border. It was the second time over the past four days that military planes bombed militants’ hideouts in this region.

Meanwhile, a suspected militant surrendered to Khyber Agency political administration on Friday.

Officials in Jamrud said that Salim of Torkhel, a sub-tribe of Kukikhel, was wanted to the administration for his alleged links with banned organisations. He had been absconding for several months.

The local administration had asked Kukikhel tribe elders a month ago to hand 106 wanted men over to it, warning them that a search operation would be launched in the Kukikhel area if they failed to persuade the wanted men into voluntary surrender. So far nearly a dozen wanted men have surrendered to the administration.

Establishment of a properly demarcated and policed border between Pakistan and Afghanistan is what is needed.
