Record uplift projects executed in Balochistan

QUETTA (January 25 2010): Pakistan People's Party (PPP) Balochistan chapter leader Buland Khan Jogazai has said the PPP led government had executed record uplift projects in Balochistan.

According to a statement issued here on Sunday, he said during period from 2008 to 2009, Prime Minister Syed Yousuf Raza Gilani had approved funds for Balochistan including Rs 2.73 billion for electricity supply, Rs 720 million for gas provision and Rs 5.58 billion for execution of road, health and irrigation projects.

I hope that these projects complete soon so that people can get some relief.

Plus we need to start additional projects to keep the momentum of growth for the province.
AND, most important of all, we need to make sure that these funds are actually used for the projects they are designated for, rather than end up in the personal bank accounts of certain individuals currently either inside the country or in exile.

AND we must make ensure that local Balochis benefit the most from these projects, i.e., Baloch involvement from top level management to bottom level labor and everywhere in between.

But anyway, credit where credit is due, the PPP has taken some good steps for Balochistan. As corrupt as the current government is, the fact that Balochistan is getting some much needed attention speaks volumes for democracy.

One additional thing which bothers me is the political animosity which comes in all the development projects.
No matter what the beef with Musharraf, the projects started or continued under the previous government should still be acknowledged by the current government when presenting the situation to the masses.
The Coastal Highway and many connecting roads within Baluchistan towards Turbat etc. were being built at very good pace.

When a new government comes and says that nothing was done in the past it actually helps those who want to spread hatred and create a rift.
Mature approach is to still count those as achievements of the Government of Pakistan (no matter which party) and still present them to the public as continued development projects.

To calm the people one can always give a diplomatic statement regarding the need for quick delivery of the projects, however to altogether claim that nothing was done by those in the past and we are starting from scratch is something which will backfire.
Maybe it helps sling mud on the political opponent's of current government but they should consider the image of government of Pakistan independent of their political affiliations.

This does not mean that there were no issues, however my point is that once you ridicule and disown all that your political opponents do, not only do you halt many good projects, you also harm the image of Pakistan instead of projecting some sort of coherence and uniformity in thought, regarding the core issues.

QUETTA: Paramilitary FC troops were deployed in the city and 11 policemen were arrested on Tuesday as provincial government acted to restore order, following violent protests on Monday by police personnel against their low salary.

Cases have been registered against 250 policemen for disrupting life in the city and an inquiry is under way.

It is learnt that the government decided to deploy Frontier Corps after receiving information that a large number of police personnel did not report for duty for the second day.

“FC troops are guarding the civil secretariat, other important government offices, and roads leading to Governor’s House and Chief Minister’s House,” a senior official said.

However, a police department spokesman said that all policemen who had abstained from work on Monday returned on Tuesday and performed their duty.

Chief Minister Nawab Aslam Raisani said the government would punish policemen who had broken into the Governor’s and Chief Minister’s Houses and created a law and order situation in the city.

“The custodians of law will definitely face action in accordance with law for not abiding by law,” he said in a statement. The government removed top police officers from their posts.

According to an official notification Capital City Police Officer Abid Hussain Notkani and Deputy Inspector General (operations) Shahid Nizam Durrani have been ordered to report to the Services and General Administration Department (S&GAD).

Commandant and Project Director of Raising of Balochistan Constabulary, Shariq Hasib Bangulzai, has been made an OSD and directed to report to the S&GAD.

Sibi Regional Police Officer Ghulam Shabbir Shiekh has been given the additional charge of CCPO Quetta and Khuzdar RPO Asif Ejaz Sheikh will hold the additional charge of DIG (operations).

The government has decided to register criminal cases and initiate departmental inquiry against officers and men of police forces for taking law into their own hands and disrupting peace and order in the city.

Sources said that a list of police officers involved in acts of violence was being prepared.

Eleven police personnel, including a deputy superintendent, posted at the Police Training College were arrested and taken to the Cantonment police station for interrogation.

The sources said that the 250 police officers and men against whom cases had been registered were accused of breaking into Governor’s and Chief Minister’s Houses, firing at various places, blocking roads, burning tyres and harassing citizens.

The Civil Lines police have registered a case against some police officers on written complaints of journalists that they had been manhandled and threatened by them.

The arsenal depots of Balochistan Constabulary and Police Training College in Quetta were sealed by government officials in the presence senior police officers and Frontier Corps on Tuesday.

Provincial Home Secretary Akbar Durrani told Dawn that koth in the BC headquarters and PTC were sealed and weapons had not been issued to personnel.

“We have taken this step as precautionary measure,” he said.

He said that personnel of Balochistan Constabulary, Police Training College, police telecommunication and some men of Anti-Terrorist Force had gone on strike while district police had not taken part in the protest.

Meanwhile, a large number of policemen held a protest demonstration in Loralai town on Tuesday, shouting slogans against the government. They dispersed peacefully after some time.
 
President launches development projects in Quetta

QUETTA, Feb 25 (APP): President Asif Ali Zardari on Thursday inaugurated a number of development projects here, aimed at bringing about a positive change in the socio-economic life of the people. President Zardari said under the 39-point socio-economic Aghaz-e-Haqooq-e-Balochistan package the province was being given top priority and Rs 83 billion had been allocated per annum for poverty alleviation and development.

He said the province would also get Rs 120 billion payment in rights for the natural gas reserves, while the ownership rights of the Saindak project have also been transferred to it.

The President inaugurated the 180 meter long Lakpass Tunnel that has been completed with an amount of Rs. 921 million.

Chairman National Highway Authority Chaudhry Altaf informed the President that Lakpass Tunnel, located about 27 kilometers south of Quetta, is the shortest route connecting the provincial capital to Iran through N-40 and Karachi through N-25.

He said ,”the tunnel now facilitates the commuters with provision of safe and efficient route with elimination of curves, reduction of travel time, vehicle operating cost and accidents and decreases the transportation time from farm to market”.

The President also inaugurated 50 kilometers long Kanozai-Muslim Bagh Section N-50, which has been completed at a cost of Rs. 1169.407 million. He also inaugurated the 50 kilometers long Muslim Bagh-Qila Saifullah Road Project N-50, completed with an amount of Rs. 1667.191 million.

President Zardari also inaugurated 132KV Gawadar-Industrial Grid Station, which is located at a distance of about 40 kilometers from Gawadar towards Pasni on Coastal Highway.

Managing Director PEPCO Tahir Basharat Cheema informed the President that the project has been completed with an amount of Rs. 165 million on the directives of the federal government because of non-availability of electricity in the area.

The project after the completion of grid station will not only help flourish the industry in the area, but will also provide employment opportunity and socio economic uplift of the dwellers.

The President also inaugurated 132 KV Hurmzai Grid Station, which was completed at a cost of Rs. 300 million.

The President was informed that Hurmzai is located at a distance of about 50 kilometers from Quetta in the jurisdiction of district Pishin towards Chaman.

He was informed that the area was agriculture dominated and was getting power supply from 66 KV Alizai and 132 KV Yaru and Pishin Grid Stations. However due to lengthy 11 KV Feeders and over loading of 132 KV and 66KV network, the consumers of the area were facing acute low voltage problems and frequent outages.

With the completion of 132 KV Grid Station in Hurmzai, the President was informed that the people of the area will now be facilitated with improved voltages and power stability.

President Zardari also performed the ground-breaking of the 150 km Qila Saifullah-Zhob Road.


The Chairman National Highway Authority informed the President that the project is part of Global PC-1 for NHSP approved by ECNEC on January 21, 2010.

The President was informed that NHA Executive Board has already approved award of works for this project to M/s LIMAK International+ZKB (JV) for Rs. 8350 million and the project will be completed within three years after commencement of work at the site.

Popular Educator Shot Dead in Pakistan

Gunmen have killed a popular Pakistani educator in southwestern Pakistan.

Gunmen shot Fazle Bari, the principal of a private boys college, as he traveled to work Monday through Quetta, the capital of Baluchistan province.

Bari died on the scene and his driver was wounded. The attackers escaped on a motorcycle.

Hundreds of students marched through the streets of Quetta later Monday to protest the attack. Police fired tear gas to disperse the crowd.

Meanwhile, a roadside bomb exploded elsewhere in Quetta, killing one person and injuring at least three others.

Pakistani authorities have been fighting an ethnic insurgency in Baluchistan province for years. The Baluchi struggle is distinct from the Taliban insurgency, which the Pakistani government is fighting other parts of the country.

The Baluchistan militants seek more autonomy for the province and a greater share of the profits from its natural resources.

On Sunday in Quetta, a remote-controlled bomb attached to a bicycle killed at least three people and wounded about a dozen others.

The tactics adopted by these terrorists is the same as that of the early days of Iraq mayhem, when Mossad were accused of killing and torturing of intellectuals, scientists and other professionals. The objective was simple to destroy the structure of society. And no I am not blaming Mossad but I am merely pointing out on the tactics applied.
 
It seems another fresh wave of violence has hit the province, as for sometime the target killings and bombings had stopped, but with recent developments in Afghanistan and in Pakistan, the wave has started yet again.

Hope people can see the linkage to who is behind all this.
 
why attack a principal???? obviously shows that it has nothing to do with ethnicity; more to do with certain enemies wanting to disturb the peace in the resource-rich province.

the students were angry and led a march through the provincial capital; they should know who is supporting/arming such moharb elements. Many of them already do.
 
A carrot and stick approach will work. Giving out packages will not work alone as some elements will never be satisfied.
 
target killing did not stop but it only took the back stage in media bec of so much happening in political circle.
the problem here is that if you take action against them, it will be dubbed as political victimisation or missing persons or killing of baloch and these insurgents will be quick to exploit the public sentiment against the state.
today we are responsible for such state of affairs. it was our neglect which increase insecurity amongst the population and today criminal element is taking advantage of it. now that it took 63 yrs for us to stand here today, it will never take only a day to solve this problem.
we need to give baloch their rights and implement them with all sincerity. once they start feeling themselves to be part of pakistan, only then GOP will get enough legitimacy to take action against these criminals. its similar to that of swat. only when the ppl saw GoP's sincerity in bringing peace to the valley through the dialogue, they could recognise talibans as a threat to them. till then taliban were the peace keepers and saints who only wanted to spread Word of Allah.

Professor killed in target killing in Quetta

QUETTA: Unidentified armed men shot dead a renowned educationist Nazima Talib Mehdi on Sariab Road here on Tuesday.

According to police, she was on her way when armed men riding on a bike opened fire, killing her on the spot. Later, the assailants fled.

She was Assistant Professor at Mass Communication Department of the University of Balochistan (UoB).

Her students told APP that she was one of the pioneers of the Mass Communication Department of the UoB. She was also an intellectual and poetess.

She had participated in several mushairas in Quetta and other cities. She along with her husband and a son had been living in Quetta for last several years.

She had been participating in literary programs of Radio Pakistan.

Her murder left thousands of her students and common people grieved.

The citizens urged the relevant authorities to intervene into the matter to halt target killing of teachers, doctors and innocent citizens so that they could heave a sigh of relief.
