Pakistan's maritime patrol vessel programme progressing rapidly

The Pakistan Maritime Security Agency's (PMSA's) Maritime Patrol Vessel (MPV) programme is progressing fast, according to Pakistani media reports.

Under the programme six new patrol vessels - now confirmed to be four 600-tonne and two 1,500-tonne platforms - are being sourced from China Shipbuilding Trading Company (CSTC) under a June 2015 agreement signed with Pakistan's Ministry of Defence Production.

Pakistan's state-owned shipbuilder Karachi Shipyard & Engineering Works (KSEW) is constructing two of the vessels (one of each type) locally using Chinese-supplied materials, while the remaining four are being built by CSTC in China.

Singapore's ST Marine is likely to partner with an Australian company to bid for Australia's SEA 1180 Offshore Patrol Vessel (OPV) programme. The design offered is the Fearless 75, scaled up version of a proven 55m platform. The design was also the basis for the Royal Omani Navy's (RON's) Al-Ofouq-class patrol vessel. ST Marine is completing USD640 million to deliver four patrol vessels for the RON.

The Fearless 75 design is approximately 1,100 tonnes and can accommodates a crew of about 60. It is designed for a top speed of 27 kt and a range of 3,000 n miles at 16 kt. There is a launch and recovery system for rigid hull inflatable boats at the stern and a flight deck for helicopters or unmanned aerial vehicles.

Meanwhile, ST Marine also unveiled a model of its proposal for Australia's Pacific Patrol Boat replacement programme. The programme is a replacement of the 22 patrol boats previously donated to 12 Pacific Island states and are now approaching the end of their service lives.

ST Marine has set up a consortium that includes South Australian shipbuilder Adelaide Ship Construction International (ASCI) and Texas-based Kellogg Brown & Root (KBR).

The proposed vessel has a length of 40 m, a beam of 8 m, a draught of 2.5 m, and a top speed of 20 kt. The standard range is 2,500 n miles at 12 kt. The vessel will displace about 274 tonnes and can accommodate one rigid hull inflatable boat or unmanned surface vessel at its stern. It can be fitted with 12.7 mm gun mountings.

A major feature of the vessel is the ease of operations and safety. The vessel's enclosed superstructure and lack of external walkways is designed for safety. The deck is designed with more space that can accommodate an awning, allowing the vessel to carry additional passengers on deck during humanitarian and disaster relief operations.

STEEL CUTTING CEREMONY OF 600 TON MARITIME PATROL VESSEL (MPV) FOR PAKISTAN MARITIME SECURITY AGENCY

Karachi, 03 May 16. Steel cutting ceremony of 600 ton Maritime Patrol Vessel for Pakistan Maritime Security Agency was held at Karachi Shipyard & Engineering Works (KS&EW) yesterday. Federal Minister for Planning, Development and Reform, Professor Ahsan Iqbal, graced the occasion as Chief Guest. The ceremony was attended by high ranking officials from the Government, Pakistan Navy, CSTC (China), KPT, PMSA, PQA, KS&EW and Corporate Sector. MD KS&EW, Rear Admiral Syed Hasan Nasir Shah HI(M) in his welcome address expressed that construction of 600 tons MPV at KS&EW signifies the trust and confidence that Government reposes in Karachi Shipyard. The 600 Ton Maritime Patrol Vessel is a state of the art, multi mission vessel with steel hull and aluminium super structure. He said that this ship will be fully equipped to enforce maritime security, search and rescue missions in Maritime Exclusive Economic Zone of Pakistan. He further said that this year we will be launching 2 ships and starting projects of 3 new ships. Later, the Chief Guest in his address congratulated Karachi Shipyard and M/s China Shipbuilding Trading Company (CSTC) for timely achievement of this construction milestone. He said that induction of MPVs will go a long way in protecting national sovereignty and safeguarding rich natural resources of the area. He further said that the Government is committed to develop maritime infrastructure along the coast to prepare for trade expansion. In this regard, the upcoming China Pakistan Economic Corridor (CPEC) will transform Pakistan into a regional economic hub, which will prove to be a ‘game and fate changer’ for the region. While sharing his views about the upcoming development in the maritime sector, he said that the upcoming Ship Lift and Transfer System will further enhance the capacity of KS&EW whereby repair of 13 ships would be possible at one time. Ensuring his continued support for Karachi Shipyard in upgrading and maintaining its infrastructure, he motivated the workforce with the pledge to make Pakistan a leading shipbuilding country in the region in line with its potential and ideal location.
