I think your knowledge about Burraq drone is very limited. Military grade GPS is available to every country regardless of presence of its own satellites. In fact Chinese Beidu and Russian Glonas are also available and reliable substitues for PAK. Burraq relies on radio comm for its mission relay and targeting info and it uses Laser guided weapons which can be locked from Radio link so actually only GPS availability is required for Drones location info. for Communication and targeting , radio link is there.

What is freely available is civilian grade GPS, that reads the Course Acquisition code embedded in the GPS signal.
Such a GPS has CEP 30 meters.
Similarly with Glonass and Beidou.

Yes ! Infrared technology is used for night vision purposes.
Infrared night vision systems use a sensor called a microbalometer that reads the difference in temperature between an object and its environment to create an image of that object. The data from the microbalometer is then sent to a display so the operator can see it. Thermal night vision is not optical.
