army is not like a subjugated faction, there are two major players in this WOT and one of them is army, so if you think our army is simple innocent guys who are angels then think again

I ain't saying Army is totally innocent.But now the environment is so different then the "Musharraf ones".Army isn't willing to sell Pakistan at least but the Zardari league is willing to do so.The above report shades some light on that issue.

^^^I think no one seriously believes that Zardari has any say on Pakistani-US relations because the PA has veto on what he wants. The actions of past three years have shown this.

And the Urdu paper Ummat that you quoted is hotbed of all kinds of conspiracy theories, I suggest you stop reading it and grab a better newspaper.

The present army is no better than the present government and the present government is no better than the present Army.

$1,000 fee per Nato container on cards


The government is contemplating $1,000 fee on each container passing through Pakistan for Isaf/Nato forces stationed in Afghanistan, The News has learnt.

The National Logistics Cell (NLC) will collect the fee if Islamabad agrees to reopen the supply routes it blocked in November last year following the Nato attack on the Salala check-post in which 24 Pakistani soldiers were killed.

“There is no proposal from the FBR to impose transit fee on Isaf/Nato containers but the government is considering allowing NLC to charge fee for extending ‘No Objection Certificate’ (NOC) and transportation charges,” said the sources privy to this development.

With the approval of parliament, in the Finance Bill 2011 the Federal Board of Revenue (FBR) had inserted an enabling provision of the Customs Act 1969 to collect transit fee for which the mechanism and rate was not yet finalised. The enabling provision was introduced in the Customs Act in June 2011, but the government has not exercised the powers to notify the fee as per section 129A of the Customs Act, 1969.

“The proposed fee is not to be imposed by the FBR despite getting approval in the Finance Bill, 2011,” said one of the top officials of the FBR. Instead, the NLC will be tasked to collect the fee besides ensuring that no pilferage of goods takes place during transit through Pakistan.

“Currently, the NLC is charging a meagre fee for granting NOC and a proposal is under consideration to raise it to $1,000 per container in case Nato supplies are restored,” official sources confirmed while talking to The News here on Friday.

Under an agreement signed by Musharraf, Nato /ISAF forces were allowed to transport goods through Pakistan without paying any transit fee. Supplies to Nato’s 150,000 troops are shipped to Karachi and then trucked across Pakistan, entering Afghanistan either in its south, through the Chaman border crossing, or via the Khyber Pass to eastern Afghanistan.

Over 4,000 containers pass through Pakistan per month to ensure supply of goods to Nato troops from all three routes. In addition, some 1,000 fuel tankers also go from Pakistan each month to Afghanistan.

Pakistan’s economy has sustained over $68 billion losses in the ongoing war against terrorism since 9/11. Supply of goods to Nato troops has badly damaged the country’s roads, bridges and other infrastructure from Karachi to Torkham while the country charged nothing from the allied forces.

If we take the number of containers from the above link:

5000 (per month) x 12 (months) = 60,000 per year x 1000 = USD 60,000,000.00 (sixty million)

5000 (per month) x 12 (months) = 60,000 per year x 1500 = USD 90,000,000.00 (ninety million)

If we can somehow get a somewhat correct number of containers as as per this "Defence minister Chaudhry Ahmad Mukhtar has hinted that the government is considering opening of the supply line and taxing the trucks. 'If the supplies are resumed, it will not be for free,' he told media. He said such transportation would come at a price because roads are damaged by 3,000 containers that pass over them everyday. 'We will charge them (NATO) and repair our roads from these taxes.'"

IF $1500/ container gives PAK profit after covering infrastructure maintainance cost then I think its a good deal. After all its
your right to transit fees. Its utterly mind-boggling that PAK gave free transit to US in the first place. And the whole world thinks
that US gives you guys aid. Can anyone tell me how many containers passes through everyday?

I genuinely believe Zardaris influence is now limited to chitter chatter from a distance. The US realize this too. The army is pulling the strings and to be honest i would much rather trust them to make an ethical and friendly decision for the nation than Zardari who has and will always put himself first and the nation second.

90 million is way too law and doesn't even measure up to the possible sabotaging actions the US may try to do in baluchistan.
The amount should be at least 365 million a year.

Why not ?your GOV is not a sell off like ours. You have patriotic army and a free judiciary something to be really proud off. A free
judiciary is big achievement in a S.asian country and it will go a long way to ensure a stable & strong democracy. You
guys shouldn't lose hope. I actually see PAK having a very bright future.
