You haven't read the report in detail. He is from Indian Occupied Kashmir and had crossed the LOC to enter Pakistan.

It is therefore, perfectly legitimate to have such a speculation.

Also, stating that these things are common here, is far from truth. Such things only happen in places like IOK and NE India.
