WASHINGTON: During the 1999 Kargil war when its army was suffering heavy casualties at the hands of India, Pakistan was preparing its nuclear weapons for deployment and possible use, the CIA had warned then President Bill Clinton, a former top White House official said on Wednesday.

The CIA's assessment formed part of the daily top secret classified briefing for Clinton on July 4, 1999 when the president was scheduled to meet the visiting Pakistan Prime Minister Nawaz Sharif.

Facing global humiliation and the prospect of an imminent defeat because of the misadventure of his army chief General Pervez Musharraf, Sharif had rushed to Washington seeking Clinton's help in ending the war.


"The morning of the Fourth (of July, 1999), the CIA wrote in its top-secret Daily Brief that Pakistan was preparing its nuclear weapons for deployment and possible use. The intelligence was very compelling. The mood in the Oval Office was grim," Bruce Riedel, who worked at the time in the National Security Council of the White House and was among the few present at the Clinton-Sharif meeting said.

Riedel, a former CIA analyst and now working at the Brookings Institution made the revelations in an obituary he wrote for Sandy Berger, former national security advisor to Clinton, who died of cancer on Wednesday.

"Berger urged Clinton to hear out Sharif, but to be firm.

Pakistan started this crisis and it must end it without any compensation. The president needed to make clear to the prime minister that only a Pakistani withdrawal could avert further escalation," he wrote.

"Sandy knew Clinton better than anyone, his natural inclination was to find a deal. This time, no deal was possible, it must be an unequivocal Pakistani climbdown," Riedel said.

"It worked. Sharif agreed to pull back his troops. It later cost him his job: The army ousted him in a coup and he spent a decade in exile in Saudi Arabia. But the risk of a nuclear exchange in South Asia was averted," Riedel wrote.

This was in the news a while back. From what I remember when Clinton told Sharif that the Pak Army was about to deploy nukes - Sharif himself was shocked. Either he did not know or he was stunned than Clinton did.

6.since indians had already briefed USA , UNO , UNSC and all the relevent athourities nawaz sharif finds no sympathy and tries to make a deal in pakistan's favour by trying to do a nuclear black mail but nobody seems to care

and did some harm to trust between india and pakistan but since the world was able to identify the source of the launch his institution and nation at large lost the trust of all those who supported his nation in every such condition .... so tell me whome that missile did more harm too :azn: :sarcastic:

If Pakistan army was facing humiliation and Nawaz Sharif went USA for rescue then why Musharaf coup the government he should be thankful to him ...

Pakistan did not even engage the Air Force and navy yet they are talking about possible of Nukes,,, how stupid,, Pakistan never wanted to convert it into a full blown war; however, might have started deploying nuclear weapons which does never means that Pakistan intends to attack ... If this is the criteria then US and Russia has the most active nuclear weapons and are about to nuke each other,,, what a stupid analysis,,, in a situation like this you kept all your options open thats the purpose of nuclear weapons,,, do you think that India, USA and Russia has made nuclear weapons for display only ???

Thats the point where there were measure causalities... That stupid decision of Nawaz cost life of several soldiers... Indians attacked on the back of returning soldiers,,,

well harm was on both sides .. if you understand the situation of LoC .. its neither your's nor our .. and as for Kashmir its a disputed land , if you get the Opportunity you will grab some peaks at LoC, similarly when Pakistan gets the opportunity they grab it ..

2.no kashmir is owr land and we wont give it to anyone no matter what the cost and come what may .... you want it come and take it by force

3.we grabbed such an op[portunity already when we could in 1984 google siachin

but we after kargil came to know owr true strenths and weaknesses and are in upgradation and restructuring mode ever since of which some results have only now started to surface but that should not be important to you .... just think what kargil meant for pakistan and what pakistan lost in the after math :coffee:

2.no kashmir is owr land and we wont give it to anyone no matter what the cost and come what may .... you want it come and take it by force

Guru, On Contrary I believe, It was NOT Grabbing, But Clarifying the Geography.

In Siachin, the Lines were never Drawn, hence Both Sides Claimed ( Infact never Claimed it on Ground ) using Mountain Trkeking Campaigns of other nations.

Kargil was a Different Ball Game.. Clear Lines on the Ground.... And you u said.. Rest is History.

Comments such as yours do great disservice to the actual men who fought and supported the operations on the Pakistani side. The egregious decision making at the very top reeked of incompetence; so much so, in any other army the commander would face court-martial.

The autopsy of several NLI troops found only sugar and snow in their stomach. That was the food they were made to sustain on for atleast a week before being overrun by the IA. Further, the entire operations was made dependent on a single, highly vulnerable logistics point: Mushko-Dhalo; the destruction of which resigned the occupiers to either death by hunger or the guns of the enemy; their retreat had in most locations had already been cut-off, or sighted by the artillery.

That they fought on regardless attests to their bravery; that their commanders went into an operation with so limited a logistics build-up and poor appraisal of enemy response attests to their gross ineptitude. Essentially, they were sacrificed, The Pakistani commanders, including your Musharraf allowed them to die, without any support even to at least cover their retreat.

The defenders' fate was sealed by mid-June. The only salvageable solution for Pakistan to hold onto the peaks and continue fighting was to intervene overtly and for fresh units to force a link up with their cut-off comrades, another instance where the General dithered; instead he gave up on them.

The Indian commanders may have been lacking in tactical ingenuity, or restrained by political directives; but there was no logistical mis-calculation. No soldier ran out of munition, much less food. And nor were they lacking in fire support and reconnaissance especially after the appraisal. That is responsible commander-ship.
