Reports suggest contact between the militants and security forces has been established.
Militants have occupied a building near the Delhi Public School (DPS) here on Saturday afternoon after firing a CRPF patrol, which left one CRPF sub-inspector dead.

"The entire staff has been evacuated from the building. We believe at least two militants are hiding there. We will eliminate them and ensure there is no collateral damage," said Director General of Police (DGP) S.P. Vaid.

Reports suggest contact between the militants and security forces has been established. "There has been firing on the complex. We are not exactly able to spot them as it's getting complete dark," said a police official.

The school is spread over a sprawling ground with over 400 rooms in six major complexes.

Earlier in the day, a Central Reserve Police Force (CRPF) officer was killed and two others injured as militants opened fire in vehicle near Pantha Chowk area on the outskirts of Srinagar.


Police officials said the vehicle was outside Delhi Public School (DPS), Srinagar, when militants emerged on the Srinagar-Jammu national highway and opened fire at it.

An assistant sub-inspector was among three CRPF jawans. However, the CRPF officer succumbed to his injuries in the army hospital. He has been identified as Sahab Shukla.

The police feared that the militants might have taken shelter in the school building. Reinforcements were rushed to the area and the premises of the school checked up.

Meanwhile, Lashkar-e-Toiba (LeT) claimed the responsibility for the Pantha Chowk attack.

LeT spokesman, Dr Abdullah Ghaznavi its men attacked on the CRPF party.

At least five “resident militants” who previously operated out of south Kashmir have returned to the state’s summer capital, intelligence inputs received by the state police show, signalling a shift in the militants’ strategy.

Police officials told HT that irregular sighting of militants moving in the city has been reported in the past week, prompting cordon-and-search operations in Lal Bazaar, Batamaloo and Lal Chowk areas.

“This is clearly an attempt to put Srinagar at par with other areas of Kashmir, which have seen a spike in militant activities,” said a senior official.

On Saturday, militants attacked a road-opening party of the CRPF, killing one jawan.

Till Sunday afternoon, efforts were on to flush out the militants who were holed up in a school building on the Srinagar-Jammu national highway.

It is, however, not clear yet if the latest incident is linked to the intelligence inputs received on June 17 about suspected militant movement in downtown area of Srinagar. HT obtained a copy of the intelligence report, which suggested that “resident militants” had been ordered by their outfits’ brass to return from south Kashmir and operate from Srinagar instead.

In the past decade, there was a steady decline in militant attacks in Srinagar. “Even though south and north Kashmir are the two regions that have been affected by militancy the most, militants were active in the outskirts of Srinagar. The current movement of militants in the heart of Srinagar is definitely a cause of concern,” said another police official.

Multiple officials in the security establishment said forces in the Valley were expecting militant attacks ahead of the first death anniversary of Burhan Wani, Hizbul Mujahideen’s former commander, who was killed in an encounter on July 8.

However the possibility of setting permanent bases in Srinagar was a major concern as it could mean that militancy in the Valley might be entering a whole new phase. “There are constant inputs about presence of militants in Srinagar. The five men are resident militants in Srinagar,” a security official said.

Kashmir DGP SP Vaid maintained that his police force was equipped to deal with the current situation in the Valley.

Srinagar has witnessed about 10 attacks in areas including Nowgam, Srinagar-Bemina Bypass, Khanyar and Safa Kadal this year. The latest attack was the killing of a policeman, identified as Shahzad Dilawar, in Srinagar city on June 11. Earlier in May, a PDP block president, Abdul Qayoom, was critically injured as militants fired at him in Barzulla area of Srinagar.

POONCH

Two Indian soldiers were injured on Thursday in a ceasefire violation along the Line of Control (LoC) by the Pakistan Army.

“Pakistan Army initiated unprovoked shelling and firing along the LoC in Poonch,” Defence Ministry sources said.

They used small arms, automatics and mortars. The firing started at 1.30 a.m. The Indian Army retaliated effectively and strongly, the defence sources said.

The injured soldiers were shifted to hospital.

A woman was injured as Pakistan today violated the ceasefire, targeting Indian posts and civilian areas with mortar bombs and automatic weapons along the Line of Control in Jammu and Kashmir's Rajouri district.

Indian troops effectively retaliated.

"The Pakistan Army initiated unprovoked and indiscriminate firing from small arms, automatic weapons and mortars from 0415 hours on Indian Army posts along the LoC in Bhimbher Gali (BG) sector," a Defence spokesman said.

A 35-year-old woman identified as Naseem Akhtar suffered splinter injured when a shell exploded near her house in Basooni hamlet of Balakote sub-sector, police officials said.

A water tank was also damaged in a shell fired by the Pakistan Army.

Panic has gripped locals due to heavy shelling by the Pakistan Army.

Yesterday, two Indian Army jawans were injured when Pakistani troops fired from small arms and shelled mortars on forward posts and civilian areas along the LoC in Poonch district.

On June 27, Pakistani had violated the ceasefire by shelling areas along the LoC in Bhimbher Gali sector.
There have been 23 ceasefire violations by Pakistan in June besides a cross-LoC attack.

One civilian was killed as militants and security forces exchanged fire in south Kashmir's Anantnag district. Militants are holed up in a house.

A police spokesperson said security forces cordoned off Birnhi-Batpora, Dailgam, in the early hours of Saturday after receiving information about the presence of militants.

"While the cordon was being laid some militants outside a house fired upon the security personnel which was retaliated. In the cross firing one woman sustained injuries and later on succumbed," said the spokesperson.


A woman was injured as locals and security forces clashed in the area. She later succumbed to injuries. Police identified her as Tahira Begum. Security forces used force to chase the crowd who were trying to help the militants to escape the cordon.

"Militants are now holed up in a house. Efforts are on to take out the civilians out of the house. Militants using civilians as human shields," said the spokesman. Two to three militants are believed hiding in the area.

Two Lashkar-e-Taiba militants were gunned down in an encounter with security forces in Kashmir’s Anantnag on Saturday, ANI reported, where two civilians were also killed.

The two militants have been identified as Bashir Lashkari, a Lashkar commander, and Azad Malik, the news agency said.

Lashkari and Malik were holed up in a house Brenti village along with two other militants after security forces launched a cordon-and-search operation early Saturday when they received information about their presence, a police official said.

He said the search operation turned into an encounter after the militants opened fire on the security forces.

A police spokesman said the militants were using civilians as human shields and that efforts were on to rescue them.


The four were involved in the killing of six policemen last month, police said.

“The trapped ultras were involved in the killing of an SHO and five other policemen in Achabal area of south Kashmir on June 16,” a police spokesman said.

The two civilians killed have been identified as Tahira and Shadab Ahmad Chopan. While Tahira, 44, died in the crossfire, Chopan, 21, was allegedly killed in security forces’ action against protesters near the encounter site.

Chopan had firearm injuries in his face and was declared dead at SKIMS hospital here, an official said. Four other persons have been admitted to hospitals here with firearm injuries sustained near the site, he added.

On June 16, SHO Feroz Ahmed and five other policemen were killed on the outskirts of Anantnag district.

Srinagar: A Jammu and Kashmir policeman was critically injured on Monday when militants fired at him in Anantnag town.

The policeman was fired at from close range near the town bus stand, the police said. He has been rushed to Srinagar for treatment.

Militants have been targeting security forces in hit and run attacks in the valley especially in crowded places. This helps them to mingle in the crowd and escape. In most of these attacks, militants have used pistols that are easy to hide and carry.

A militant is believed to be killed in a gunfight between security forces and a group of three to five Hizb-ul-Mujahideen ultras around midnight of Sunday.

A police spokesman said Kifayat was killed and other militants, including known ultra Jehangeer, were trapped in a house at Bahmoo village in Pulwama since Sunday night.

Unconfirmed reports suggest that two militants are killed as firing raged on Monday morning. ''Firing is on in the area. The operation may take some time," an official said.

Amid a shutdown call by separatists and curfew-like restrictions imposed by authorities in parts of the Valley, hundreds of locals participated in the funeral of slain Lashkar-e-Taiba (LeT) commander Bashir Lashkari in south Kashmir’s Kokernag on Sunday. Gunmen, apparently associated with the LeT, were seen accompanying the body. Lashkari, who carried a reward of ₹10 lakh on his head and was an ‘A plus plus’ militant, was killed, along with his Pakistani associate Abu Maaz, in an encounter on Saturday.

Abu Maaz, believed to be from Pakistan, was buried in Uri, north Kashmir next to other foreign militants killed in the past two years. In the wake of fresh unrest, fuelled by the killing of two civilians, Tahira (42) and Shadab Ahmad Chopan (22), in the clashes near the encounter site on Saturday, all rail service was stopped in south Kashmir. Internet service also remained suspended in parts of south Kashmir.

The authorities imposed curfew-like restrictions in parts of south Kashmir and the old part of Srinagar city. Concertina wires were placed on major roads to block traffic and keep protesters at bay.


Separatist leaders, including Syed Ali Geelani, Mirwaiz Umer Farooq and Yasin Malik, had called a Valley-wide shutdown in protest against the civilian killings. Daily life was impacted as markets and towns saw thin traffic on the roads. Shops also remained closed.

A policeman was injured when militants attacked a police party in Anantnag town of south Kashmir on Monday morning.

Jammu-Kashmir police tweeted from its official handle, "Police man shot at by terrorists at bus stand #Anantnag. Referred to Srinagar."

Constable Ghulam Hassan was shot in the neck by militants from close range at Anantnag bus stand, a police official said.

The injured policeman was taken to district hospital Anantnag from where he was referred to 92 Base Hospital of the Army in view of his “critical” condition.

A police official at the control room in Anantnag said the cops were on duty at the bus stand, through where Amarnath yatris pass.

24-hour encounter ends; security agencies suspect a fourth body could be buried in debris

Bodies of three Hizbul Mujahideen militants were recovered from debris in Pulwama on Tuesday morning, at the end of a 24-hour encounter.

“The encounter started on Monday morning and one militant was killed in the initial exchange of fire. The other militants took shelter in houses. “The operation ended around 9 a.m. on Tuesday. Three bodies and three weapons were recovered,” said Inspector- General of Police, Kashmir, Muneer Khan.

He said a search operation was on, as the security agencies suspect a “fourth body” could be buried in the debris.

Shifting positions

Five houses were seen burning on Tuesday as the militants, who were frequently shifting positions, engaged the security forces in a long- drawn battle.

Four security personnel, one a CRPF officer, were injured in the gunfight.

“The operation became prolonged as the village Buhmoo is located on a raised ground. They had a dominating position. Room-to-room intervention was not easy. We had to proceed strategically to avoid collateral damage,” Mr. Khan said.

Operation delayed

The operation was also delayed as the residents marched along the roads and threw stones. Scores were injured in clashes in the past 24 hours.

Meanwhile, two slain militants were identified as Kifayat and Jehangir.

The identity of the third could not be ascertained. Reports suggest multiple funerals were held for Jehangir, a resident of Chak Keller in Shopian district, where anti-India and pro-freedom slogans were raised.

A Jammu and Kashmir youth, who fell into “a honey trap” and allegedly shared secret information pertaining to security and Army to his Pakistani handler, has been arrested, and a spy module “smashed”, police said on Friday.

Jammu zone inspector general of police (IGP) SDS Jamwal told HT that the youth was identified as Ravinder Kumar, a college dropout from Akhnoor area of Jammu district which shares the international border and line of control (LoC) with Pakistan.

Although the investigations were at a preliminary stage, he claimed “a spy module has been smashed”.

Jamval said the Pakistani handler, probably an ISI agent, had used an Indian girl’s name, Simran, to create a social media account and chat with Ravinder.

The police, keeping a close surveillance on cyber space, noticed that the chatting between the two was not “healthy”.

Another officer associated with the probe said Simran had sought information and pictures about deployment of security forces and army on the pretext that “she would get him recruited in the army in Akhnoor area itself”.


“The Pakistani handler had promised to deposit Rs 5,000 in the account of the Akhnoor youth, which never happened,” Jamval said, adding that the youth had shared information about deployment of army units but it was not very sensitive in nature.

He also said that three-four other suspects were detained in this connection but were let off after questioning.

A case of criminal conspiracy, waging war against the country under relevant sections of penal code and information technology act under sections 120-B/121/12-A Ranbir Penal Code, 66-F IT Act has been registered against the accused at Akhnoor police station and the police have seized cell phone of the accused. More arrests are likely in the case.

Advisory Issued

Meanwhile, in an advisory, the IGP warned the public of people operating fake accounts on WhatsApp and Facebook accounts to extract information pertaining to security forces.

He said they adopt different means like creating fake Facebook accounts of girls, befriending innocent youths and asking for details like OTP, or creating fake accounts of security personnel and offering jobs in return for vital information related.

“We advise people to be very watchful and alert while chatting on social sites,” he said.

Pakistan calls for DGMO talks

DGMO level talks on behest of Pakistan’s DGMO was held on 17 Jul 17.

During the talks the Pak DGMO raised the issues of targeting of Pak Army troops which resulted in the death of four Pakistani soldiers and one civilian in Athmuqam Sector of Pakistan occupied Kashmir opposite Indian Keren Sector, Kupwara District.

Indian DGMO in response highlighted that all Cease Fire Violations were initiated by Pakistan Army and the Indian Army only responded appropriately to them. Apart from these, firing by Indian troops was initiated against armed intruders when attempting to infiltrate from close proximity of Pak posts along the Line of Control (LC).

DGMO also put across emphatically that the trend of infiltration along the LC continued with active support of Pak forward posts impacting peace and tranquillity along the LC and also the internal security situation. This was evident from continued attempts of sniping and targeting of our troops undertaken through cross border actions duly supported by Pakistani Army troops.

DGMO made it implicit that Indian Army reserved the right to retaliate appropriately to any incident of violation of ceasefire but is sincere in its effort of maintaining peace and tranquillity along the LC provided there was reciprocity.

Indian Director General of Military Operations Raises Issue of Specific Targeting of Civilians by Pakistan

Indian Director General of Military Operations (DGMO) Lt Gen AK Bhatt spoke to his Pakistani counterpart at 1530h today. Consequent to unprovoked and coordinated ceasefire violations onto Indian civilians along the Line of Control, Pak DGMO was informed of action by Pakistani troops wherein they had deliberately targeted civilian villages and then fired at school children while they were being evacuated. This, he was told does not behove of any Army. The Indian Army as professional force takes due care to avoid targeting of civilians and Pak Army was expected to do the same.

Pakistani DGMO was also informed about the spate of Ceasefire Violations which also included caliber escalation coupled with incidents of sniping and attempted infiltration bids. Pakistani DGMO was exhorted to exercise strict control on his troops and instruct them to refrain from any nefarious activities.

Indian Army has been taking all necessary steps to ensure the safety of live and property of Indian citizens and avoided targeting Pakistani citizens.

The preventive steps taken by the Government are as under:-

· All the forward posts are adequately strengthened to withstand enemy fire. Besides there are well-established Standard Operating procedures (SOPs) to safeguard against enemy fire to minimize own casualties.

· Appropriate retaliation to the ceasefire violations, as required, is carried out by Indian Army. In addition, all violations of ceasefire are taken up with Pakistan authorities at the appropriate level through the established mechanism of hotlines, flag meetings as well as weekly talks between the Directorate Generals of Military Operations of the two countries.

There have been no armed intrusions by the enemy across the Line of Control in the State of Jammu & Kashmir in recent past. The details of terrorist-initiated incidents against the Army are as under:-
