Pakistan violates ceasefire in J&K's Poonch district | Zee News
Last Updated: Sunday, September 6, 2015 - 18:07

Jammu: A day after an army jawan was injured in ceasefire violations from across the border, Pakistani troops once again resorted to firing on Indian positions in the frontier district of Poonch on Sunday.

The firing drew retaliation from the Indian Army.

"Pakistani troops resorted to unprovoked ceasefire violations in forward areas of Poonch's Mandi sector along the Line of Control (LoC) today," Jammu-based defence spokesperson Lt Col Manish Mehta said.

"The area witnessed ceasefire violations by Pakistan army between 0520-0603 hours," he said.

He said the forward posts of Pakistan fired towards the Indian side using automatics and heavy machine guns.

"Our side retaliated appropriately but no casualty or damage were reported till reports last came in," Mehta said.

With today's ceasefire violation, the number of such violations has gone up to seven in September.

The latest ceasefire violation comes in the backdrop of reports that India and Pakistan would be holding five-day Director General-level talks between their border guarding forces from September 9.

Ceasefire violations in Jammu and Kashmir, including sniper attacks, infiltration, intrusion in Rann of Kutch and smuggling are among the key issues India is expected to raise with Pakistan during the talks.

On September 5, an army jawan was injured as Pakistani troops violated the ceasefire by firing on forward posts along the LoC in Poonch district.

India to raise truce violations during BSF-Rangers talks | Zee News

Last Updated: Tuesday, September 8, 2015 - 17:49

New Delhi: Talks between the director general of India`s Border Security Force (BSF) and his Pakistan Rangers counterpart are scheduled to get underway here on Wednesday, even as intermitent mortar shelling and firing continues along the frontier in Jammu and Kashmir.

Pakistan is reported to be seeking revival of the international monitoring of violations.

The agreement for the talks, scheduled to last till Sunday, was reached when Prime Minister Narendra Modi and his Pakistani counterpart, Nawaz Sharif met on July 10 in the Russian city of Ufa on the sidelines of the SCO summit.

However, a planned meeting between the two nations` national security adivsers fell through last month after Pakistani High Commissioner Abdul Basit invited Kashmir`s separatist leader ahead of the talks.

Pakistan Rangers Director General (Punjab) Maj. Gen. Umar Farooq Burki is expected to lead a 16-member delegation to New Delhi for the talks.

With some 100 ceasefire violations having occurred along the India-Pakistan border since the Ufa talks, the issue is likely to dominates the agenda of talks from the Indian side, informed sources said.

A major such violation happened on Monday when 120 mm shells were fired from the Pakistani side, killing one civilian and injuring four in Jammu and Kashmir`s Poonch district.

Sniper firing being resorted to from the Pakistani side from time to time targetting Indian soldiers is also on the agenda of talks, the sources said.

There was atleast one incident of sniper firing that killed a soldier in August and two in July.

Last month, a JCO was killed in Jammu and Kashmir`s Nowgam area, becoming a target of sniper fire when he came out of his bunker.

In July, Naik Rachpal Singh was killed in sniper fire in Poonch district, while Constable Krishna Kumar Dubey of the BSF, posted in Karam post in Uri area of the Baramulla sector, was hit in his right eye by a bullet fired from across the border. He succumbed to his injuries.

India will also raise the lack of response from the Pakistan Rangers when BSF personnel wave a white flag, indicating that firing should stop and the on-ground commanders should meet.

Smuggling of contraband and infiltration along the border in the Rann of Kutch in Gujarat are the other concerns the Indian side is likely to raise.

According to reports, Pakistan has listed in its agenda a revived role for the United Nations Military Observers Group in India and Pakistan (UNMOGIP) for intervening in ceasefire violations.

The UN Security Council passed resolution in 1948 establishing the United Nations Commission for India and Pakistan (UNCIP). In 1952, the Security Council passed another resolution establishing the UNMOGIP to observe and report ceasefire violations.

India has maintained that the UNMOGIP has outlived its utility following the Shimla Agreement of 1972 in the wake of the India-Pakistan war the previous year that saw the creation of the independent state of Bangladesh out of the erstwhile East Pakistan.

"Even if the issue is raised by Pakistan, it is a matter of policy, and India`s stand is known to the world," an official aware of the developments on the talks told IANS.

Pakistan had registered a complaint with the UNOGIP in July, blaming India of ceasefire violations.

As per sources, issues Pakistan has placed on agenda also includes the alleged use of objectionable language by troops on the Indian side, and lack of response on simultaneous coordinated patrolling along the border.

Pakistan is also expected to raise the issue of airspace violations by suspected unmanned aerial vehicles.

Pakistan had blamed India of violating its airspace when it shot down a drone in July. India, however, said that the drone was not like any of those in the Indian inventory and appeared to be of a Chinese variety available off-the-shelf.

New Delhi: A high-level delegation from Pakistan crossed over into India on Wednesday and arrived in New Delhi for director-level talks between the border forces of both countries.

Led by Pakistan Rangers' Director General Maj. Gen. Umar Farooq Burki, the 15-member delegation entered India through the Attari-Wagah joint check-post.

The delegation was welcomed by senior Border Security Force (BSF) officers at Attari, from where they boarded a special aircraft to Delhi, where the talks will take place.

At Delhi airport, the delegation was welcomed by BSF Director General D.K. Pathak.

Asked if the talks will reduce tension between the two countries, Pathak said: "That is the objective for the talks."

The talks between the directors general of India's BSF and Pakistan Rangers will be held despite heightened tension between both countries due to intermittent mortar shelling and firing along the border in Jammu and Kashmir.

Key issues to be discussed include repeated ceasefire violations and cross-border infiltration.

Pakistan is reported to be seeking revival of the international monitoring of violations.

The agreement for the talks, scheduled to last till Sunday, was reached when Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif met on July 10 in the Russian city of Ufa on the sidelines of the SCO summit.

The meeting of the directors general of the border forces assumes significance following the cancellation of the meeting of the two national security advisers last month after Pakistani High Commissioner Abdul Basit invited Kashmiri separatist leaders ahead of the talks.

The directors general meeting is taking place after a gap of nearly 18 months.

New Delhi: Amidst heightened tensions along the border and the Line of Control (LoC), India and Pakistan are on Thursday holding here director general-level talks between the border forces of the two countries.

On Wednesday evening, a 15-member delegation of the Pakistan Rangers arrived in New Delhi for the talks. The team is led by Major General Umar Farooq Burki, Director General of the Pakistan Rangers (Punjab).

From the Indian side, the delegation for the talks is led by Border Security Force (BSF) Director General DK Pathak and 22 other officers.

The talks were due to start at 10.00 am and continue till September 12.

The main agenda of the talks is ceasefire violations. Just yesterday, at least two BSF personnel were wounded in firing in Nowgam sector of Jammu and Kashmir.

The Pakistani Army also fired at Indian positions on Wednesday along the LoC in Poonch district.

The talks, one of the measures agreed upon during a meeting between Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif, gain special significance after the National Security Adviser-level talks could not take place due to Pakistan's insistence on discussing Kashmir.

The Pakistan Rangers delegation entered India via Attari, and was welcomed by senior BSF officers including DG Pathak. There, they boarded a special aircraft to Delhi, where the talks are taking place.

The Indian delegation to talks also includes officials from the Home Ministry, the Narcotics Control Bureau and the Survey of India.

"During the conference, discussions will be held on important issues like cross-border firing, infiltration and smuggling etc. The talks will also endeavour to focus on positive issues like different levels of communication, more simultaneous coordinated patrolling and other confidence building measures," a BSF official said.

Asked if the talks will reduce tension between the two countries, Pathak said: "That is the objective for talks."

With some 100 ceasefire violations along the India-Pakistan border since the Ufa talks, the issue is likely to dominate the agenda from the Indian side, sources said.

Till June this year, there have been 199 ceasefire violations by Pakistan.

Official figures reveal that around 430 ceasefire violations occurred on the International Border while 153 violations were reported on the LoC in 2014. In 2013, it was 347.

According to reports, Pakistan has listed in its agenda a revived role for the United Nations Military Observers Group in India and Pakistan (UNMOGIP) for intervening in ceasefire violations.

As per sources, issues Pakistan has placed on agenda also includes the alleged use of objectionable language by troops on the Indian side, and lack of response on simultaneous coordinated patrolling along the border.

Pakistan is also expected to raise the issue of airspace violation by suspected unmanned aerial vehicles.

Pakistan had blamed India of violating its airspace when it shot down a drone in July. India, however, said the drone was not like any of those in the Indian inventory and appeared to be of a Chinese variety available off-the-shelf.
