Victim.. no doubt about it..
Creating Afghan Taliban was not a mistake at all....even US doesn't labelled them as terrorist..
But later Pakistan Taliban was created by RAW+MOSSAD to destabilize Pakistan.. almost 90000 Pakistani killed
and US war on terror cost more for Pakistan...
and by the way if we see a larger picture all these terrorist actives are game plan of bigger countries..
We can also see latest example of destabilization of Libya, Syria where US helped same Al-Quida to achieve its objective..

I would say victim. Terrorism thrives in poorer countries, where less sophisticated and impressionable people could be easily aroused.
