Pakistan to impose wedding curfew as power shortages cause civil unrest

Pakistan is expected to announce a series of drastic power-saving measures this week, including a shorter working week and restrictions on wedding celebrations at night, as a severe energy shortfall threatens to set off riots. The blackouts have plagued cities and the countryside for up to 20 hours a day in some places, bringing industry and even farming to a halt.

There have already been street protests over the stoppages this year, which have resulted in at least one death.

While Islamic extremism in Pakistan grabs the international headlines, it is everyday issues such as the electricity crisis and spiralling inflation that most concern the population of this key western ally, according to opinion polls.

The energy-saving measures are likely to include turning the country's one-day weekend into two days, pushing the clocks forward by an hour, and closing industry for a day during the working week. There will also be cutbacks in street lighting, so that only every second or third light is switched on, markets will be forced to close soon after sunset, and wedding receptions – huge, ostentatious events in Pakistani culture – required to end by 9pm or 10pm.

Individual provinces will impose their own additional restrictions. In Punjab province, where over half the country's population lives, there will be a ban on electric billboards, neon signs, decorative lights and fountains, and government offices will not be permitted to turn on their air conditioning before 11am.

"Measures such as the early closing of markets have proved notoriously difficult to enforce in the past, and this time may prove no different," said an editorial published today in Dawn, a Pakistani daily. "It may be too little too late, but at the moment the country can use all the help it can get."

Pakistan has been crippled by a shortfall in electricity generation; it is producing only about 10,000MW of the required 16,000MW. Even some of the existing power stations are not able to work at full capacity because they are owed money by the government.

The electricity package is expected to involve an injection of some £600m to address the issue of "circular" government debt. There is also the problem of a culture of consumers rigging up wires to steal electricity from overhead cables, meaning that much of the usage is not billed for. As a result, industries such as the textile sector have had to shorten working shifts and lay off workers, and farmers cannot use their electrical tube wells to water their fields. Some businesses, such as tailoring and printing, now tell customers that it will take weeks to get their jobs done.

As well as suffering from electricity stoppages, consumers have been hit by a steep rise in the price of electricity since the authorities withdrew subsidies to meet the terms of IMF loans. This has caused further resentment.

"Children can't do their homework. Housework doesn't get done, as washing machines and other appliances cannot work. When you go home from work, you have no idea whether there will be electricity at home. Your whole life is disturbed," said Mahnaz Peracha, of the Network for Consumer Protection, a Pakistani campaigning group.

The issue is proving to be a major source of anger against the government, which is accused of failing to tackling the electricity crisis in the two years it has been in power. The one scheme it has put into motion, for the creation of temporary power plants, has been plagued by allegations of corruption. The government, led by President Asif Zardari, says that its predecessor, the military regime of Pervez Musharraf, is at fault, as it failed to add any generation capacity and allowed inter-governmental debt to pile up.

and none of the above is going to be implemented. They, the policy makers, need to make an example out of themselves so the people of Pakistan can follow. Turn off the electricity at the President/PM/CM House/Office during the day after every hour for two hours to tell the people of Pakistan; look our Elites are also taking part in this campaign.

In Pakistan Electricity is now at Rs. 7/- per unit and it'll be increasing after every two months according to the IMF policy. Iran has agreed to give Electricity on urgent basis to Pakistan at cheap rate of 1.18/-. China gave us a plan of 500/-per month per house for unlimited electricity. Why the govt isn't taking up the offers?

...and this was my speculation, that the Job which Musharraf couldn't initiate with full thrust in 8-years; the recent/present elected govt is going to do it in 2-years and i.e. Civil War/Civil Unrest (I shouldn't go into details).

How can we see any implementation of any rules when the rulers themselves are sitting in rooms with AC's 24/7 with out any power cuts. How will they every realize that what a common man suffers from. How will these people know what hunger is when they dont even drink tea in the evening with out a full fledge buffet at their exposure. What we need is change from the grass roots, out people have to realize that bribery is not going to solve all the issues, short cuts dont work. And stop being such emotional fools, if a woman died dont mean that you have to go out and shower her children with sympathies. And what comes the end result a python is now sitting on our heads and bitting us every min.

What will people do in power shortage celebrate?? But according to the super intelligent "Christina Palmer" of Daily Mail its the conspiracy of RAW to have public protest in pakistan against power shortages.

As there is 1000 MW power generating capacity is idle in pakistan because of lack of raw material its about mismanagement by politicians.

What about Khurshid Shah's act to scrath the people's wound when he stole Electricity openly from the passing by electric cables and kept the entire street of his house glowing with hundred bulbs of 1000 W for a whole week on the eve of his son's marriage? When his own house was lit with a million lights?

Very high growth in the last decade and not enough done to keep up with the electricity demand.

We were a electricity surplus country and there is enough generation capacity to meet the needs but steps have not been taken so far.

point taken but pakistan economy boomed in mr musarraf era.he is the man which has to look after that economy is growing at rate of 6% to 7% than country definatiliy need a surplus energy.one thing more for GOP to think that in future when economy would be on track again they need more than 20000mwatt or more than that depends on growth of gdp.today even there is lack of electricity what if pakistan eco bounce in future. work hard mr zardari :cheers:

these measures have been announced...roughly include:
--cutting down electricity for neon n othr sign boards
--two days off per week in public sector
--no officer below grade 20 will use air conditions n they ll use after 11 am.
--alternate stree lights will be lit
--circular debt will b reduced..fed govt will provide 116 bln n provinces, pepco, kesc etc will give whats due to them
--cutting 300MW from karachis supply,etc

no mentioning of monitoring etc

the government did the right thing

PEPCO reports that since these measures were enacted, 900mW on national grid have been saved

this includes wedding curfew; ban on bright neon billboard signs; shutting off of street lights when un-necessary; and taking strict action on businesses that fail to pay their bills

these measures should have been taken over 2 years ago....but better late than never.

supply-demand gap in power generation has been among the top problems confronting the nation; and it will require multi-pronged pro-active approach by leadership and management of power-producing companies



problem here is the circular debt, gross mismanagement, corruption, and lack of long-term planning
