Pakistan to import LNG from Qatar


ISLAMABAD: The government has decided to import 500 million cubic feet of LNG per day (mmcfd) from Qatar to cope with the endemic energy crisis and to this effect it will also provide sovereign guarantees to the relevant authorities in Qatar.

The government will send a four-member experts’ team to Qatar next Sunday to negotiate the LNG price, Dr Asim Hussain, federal minister for petroleum and natural resources, told a group of journalists after holding a meeting of the special committee constituted by Prime Minister Yusuf Raza Gilani on gas load management plan.

After the failure of the private companies to import LNG, the government has sprung into action in view of the worsening energy crisis, the sources in the ministry of petroleum and natural resources told The News.

The Oil and Gas Regulatory Authority (Ogra) had earlier finalised, the sources said, three companies including Global Energy International, Gas Port and Engro for import of LNG. The Global Energy (GE) had given the undertaking to Ogra that it would import the LNG by the second quarter of the current year 2012 and Engro and Progas by second quarter of 2013.

However, the GE had started seeking more relaxations, which are against the rules of business earlier set by Ogra. The GE had asked for the sovereign guarantees, waiver of the third party access rules and more time up till November 2012.

The Ogra extended the time on the directives of the ministry, but the said company seems not inclined to import LNG, which is why the minister air-dashed to Qatar where he gave an undertaking that the Pakistan government would provide sovereign guarantees to Qatar against the import of 500 mmcfd LNG

According to the minister Qatar had earlier refused to provide LNG to Pakistan without sovereign guarantees. He said the country is currently facing 1.8 billion cubic feet of gas shortfall per day.

The import of LNG will not negate the 2011 LNG policy under which the government is bound not to provide any sovereign guarantee to the private company importing LNG into Pakistan. The minister said that about 800 mmcfd of gas will be injected in the system by June this year. Referring to the Iran-Pakistan (IP) gas pipeline project, the minister said the work on the project has been expedited and to this effect 16 pre-qualified companies have been issued tender documents.

TAPI will never happen because of Afghanistan. IPI is a maybe. Government is saying they are still going through paperwork for IPI.

Best to do business with Qatar.

Qatar has the 3rd largest gas reserves in the world, is a stable country that we and the entire international community have no problem with.

Dont we wonder that in all previous three years, there was no such a horrific situation about natural gas and suddenly Dr.Asim revealed that there will be no gas this year? My question is that if he knew that such a situation would be there this year then what was he been doing for last three years? selling peanuts in his office? Another hint for what these people want was when Zardari ordered the patrolium prices to be raised by 1Re contrary to Ogra's recomendation of a price cut, interestingly diesel prices were kept unchanged (to please whom, you know ;) ). All this oow and aaw was to raise the prices of NG so that government can fund its expenses. And do you know how much stake do these people have in LNG? ;) (A hint would be a similar story of Indus Airline)

IPI is no longer material since the international banks no longer issue guarantee on Iranian trade transactions. Even if Pakistan receives the gas, the payment mechanisim will not be simple

Pakistan plans to import 500,000 Mcf/day LNG from Qatar

Pakistan plans to import around 500,000 Mcf/day of LNG from Qatar starting at the end this year, an official at the ministry of petroleum and natural resources said Wednesday.
A four-member delegation will leave for Qatar within a week to finalize plans including prices, the official said.
Pakistan's gas shortfall is expected to hit 3.021 Bcf/day in 2016 with no big discoveries in sight, and the country will become increasingly dependent on imports to meet its energy demand, the State Bank of Pakistan said last month in a report.
While rationing of natural gas is inevitable in the near future, meaningful steps must be taken to curtail residential consumption, while prioritizing supply to the fertilizer and power sectors, the central bank said.
The net demand in fiscal 2011-12 (July-June) is expected be around 5.497 Bcf/d and will expand to around 6.354 Bcf/d by 2015-16. As a result, the gas shortfall is estimated to grow from 2.458 Bcf/d in 2011-12 to 3.021 Bcf/day in 2015-16.
Qatar will provide LNG to Pakistan based on a sovereign guarantee from Islamabad, the official said.
Last year, Pakistan gave licenses to three companies -- Pakistan Gasport, Engro Corporation and Global Energy Infrastructure to bring 1.5 billion cubic feet/day LNG into Pakistan, and these companies are to build terminals to handle the LNG.
Following the finalization of the plan with Qatar, Pakistan is expected to use these terminals to bring LNG into the country after paying these operators.
Pakistan now faces a gas shortfall of about 1 Bcf/d to 1.2 Bcf/day, as demand is estimated at around 5.2 Bcf/d to 5.4 Bcf/day, while production is 4.2 Bcf/d.
The shortfall is expected to increase to 3.18 Bcf/d in 2014, with projected gas supply of 4.28 Bcf/d against estimated demand of 7.46 Bcf/d.
The government estimates gas consumption by the power sector at around 29%, industry at 26%, domestic users at 19%, fertilizers 15%, and transport 10%.

Yes. I figured especially when Iranian troops crossed into Pakistan and killed Pakistanis I knew that it was not worth it to rely on gas from Iran especially when its so expensive.

LNG at what price?

One gentlemen asked if Asim Hussain didn't know the demand supply situation. Well DG gas makes demand supply projections for 20 years. They all know. They are just plain and simple corrupt and incompetent

LNG is much more expensive than pipeline gas for Pakistan and even supreme court has pointed this out. Pakistan does not have an LNG terminal and building a large LNG terminal capable of supplying the same amount of gas as a pipe line costs 1.5 billion dollars. Not only that but the cost of LNG is much more than simple gas since to produce LNG, the gas has to be liquefied and refrigerated to minus 170 degrees which is a very expensive process and then transported on special LNG tankers to keep it cool. On average the amount of energy supplied by LNG is at par or even slightly more expensive than heating oil. So there is not cost benefit to use LNG when compared to oil, the only difference being environmental.

The average price for a high pressure pipeline like IPI or TAPI is much lower than LNG:

Most of these are fictitious plans never going to happen it just shows the confusion in minds of the authorizes in pakistan.

Believe me a country like Iran is more then enough to fulfill pakistan energy demands for 100 years but ur leaders knows that it not gonna happen because of US.

iran pipeline is already on its way it will be completed by the end of 2012 or early 2013 the chinese have decided to finance the gas line which should be enough qatar might be more expensive since iran is just one step away tapi is a no go

at last SOME AQAL has came into the ministry..
the second AQAL decision will be to convert all gas run and perto run power plants to coal immediately..using thar coal
