Retired SOF soldiers should be employed into a counter terrorist force.

Pakistan has SOF units (and pretty good ones at that), the issues Paksitan is facing are not because of a lack of SOF units, even if all security forces in Pakistan were Seal Team 6 trained and equipped the menace would remain. This is just treating the symptom and not the cause, until that is addressed the threat will remain in one form or another.
