Monitoring Report

RAWALPINDI: The Punjab Home Department has set up task forces comprising police officials at the district level to crack down against 17 banned organisations following the suicide attacks at the Data Darbar in Lahore.

The task forces will comprise officials from the CID, the Special Branch and the Anti-Terrorism Squad. They have also been advised to establish close contacts with intelligence officers in the districts to exchange information with regard to 17 banned organisations.

An official of the Punjab Home Department told the BBC Urdu Service that orders had been issued to launch crackdowns on secret hideouts of banned outfits and arrest those connected with them immediately.

The task forces have been asked to trace out those who had been financing the banned organisations and their other funding sources and take action under the Anti-Terrorist Act. Headed by District Police Officers (DPOs), the task forces will submit their reports to the Punjab Home Department.

The 17 outfits, which were banned by the Home Department, Punjab, include Lashkar-e-Jhangvi, Sipah Sahaba Pakistan, Sipah-e-Muhammad Pakistan, Lashkar-e-Taiba, Jaish-e-Muhammad, Tehrik-e-Jafriya Pakistan, Tehrik Nifaz Shariat-e-Muhammadi, Millat-e-Islamiya Pakistan, Khudamul Islam, Islami Tehrik Pakistan, Hizb-ut-Tehrir, Jamiat-ul-Ansar, Jamiat-ul-Furqan, Khair-un-Naas International Trust, Islamic Students Movement (ISM), Balochistan Liberation Army (BLA) and Jamaat-ud-Daawa.

Besides, the Sunni Tehrik has been placed under observation. Among the banned outfits, nine belong to the Deobandi sect, three to Shia sect and three belong to the Ahle Hadith. The BLA is a nationalist organisation, while the ISM is a students’ organisation.

The Tehrik-e-Taliban Pakistan (TTP) is not included in the list issued by the Punjab government while according to Interior Minister Rehman Malik, the TTP and al-Qaeda, in collaboration with Lashkar-e-Jhangvi and Sipah-e-Sahaba, were active in other parts of the country, especially in the Punjab.

A cold war is underway between the federal Interior Ministry and the Punjab government due to the failure of the organisation working under the ministry in providing information about the activities of the extremist organisations and both are accusing each other in this regard.

According to an official of the Punjab Home Department, the departments working under the Interior Ministry do not give any specific information about the possible extremist acts. He said the ministries usually provided general information about a possible extremist act in a city and specific information was very rarely imparted.

Concerning suicide attacks at the Data Darbar, the provincial Home Department said that it had not received any information in this regard from the federal Interior Ministry while the federal Interior Ministry said that it had issued a warning letter two days before the incident in which it was conveyed that the terrorists could target Imambargahs or the shrines in the province.

It is pertinent to mention that about 4,000 persons were kept under surveillance for their alleged links with the extremist organisations under the Anti-Terrorist Act Schedule-4 and these people were bound to inform their respective police stations about their movement.

This would have been started immediately after these organizations were banned. Any way, as they say, der aayad, darust aayad. I doubt whether the personnel deployed to counter terrorism would be able to deliver it or not. This is special situation and needs special, and unconventional ways, to tackle it.

Pakistan to crack down on 17 banned terror groups

Islamabad: Three days after the attack on a mosque in Lahore in which at least 45 people were killed, Pakistan government has said it will it will form task forces to crack down on 17 banned terror groups.

The Punjab Home Department said it will launch a crackdown on terror groups including the Lashkar-e-Taiba(LeT), Jaish-e-Muhammad(JeM) and the Jamaat-ud-Dawa(JuD). Each task force will have Crime Investigation Department (CID), Special Branch and Anti-Terrorist Squad officials.

Pakistan government and opposition PML-N had recently agreed to stop the "blame game" over the wave of militant attacks in the country and develop a "joint national strategy" to tackle terrorism and extremism.

The decision was made during a telephonic conversation on Saturday night between Pakistan Prime Minister Yousuf Raza Gilani and PML-N chief Nawaz Sharif.

A statement issued by the Premier's office said both leaders felt "collective wisdom is essential to tackle this national issue which is the biggest hurdle in the way of national development."

The PML-N-led government in Punjab had come under increasing pressure to crack down on militants based in the southern part of the province since two suicide bombers blew themselves up in the Data Darbar shrine on Thursday.

Forty-five people were killed and over 200 injured in the attack, the latest in a series of audacious terrorist assaults in Lahore. (With PTI inputs)

Now we are going to crackdown on these groups with full force and we should expect all cooperation from India on this matter. Any attempt to play some sort of proxy game by supporting separatist groups will result in more problems. I hope India cooperates as and when required to completely root out these groups.

If things go as planned, we can expect our relation to improve to a level never seen before.

. .
fingers crossed.. Hope no politico idiot (either side) derails this for a hidden agenda..

.
@T-Faz: I don't think this is going to happen....!!!!!!!
Even I am expecting another red hot statement by any indian leader such as 'we are ready for two front war' blah blah......

.
Lets hope this brings desired result....

.

TTP is already being fought against, these groups listed are in Punjab based terrorist who were starting to attack other peaceful sects. TTP is being hounded like dogs anyway, expect a more covert action against these groups.

@ WAQAS

Keep your fingers crossed, its only this way that we can move forward otherwise certain groups and the sects they belong to will devour our nation.

This is good news. Even with minimal open verbal commitments India and Pakistan are not totally seeing eyeball to eyeball on such vexing issues. Back-door negotiations seem to be working - slowly but surely.

Hopefully if such actions target India specific individuals peace will have a chance to bask under the morning sun !

I am very sure India would be more than happy to co operate, at the same time it would like to see same type of promise from Pakistan.
We should both stop separatist movements and create atmosphere of mutual trust, the other problems are nothing when the hearts meet.

Oh how wishful I am for fruitful postive results, I wanna see wicked profeciency in this matter and terrorists dragged by their beards or balls. And most importantly no continuation of these scumbag groups under different names; jamat-e-lashker ya-blah-bli-bli-do.

Declaring JuD as a terror outfit, Pakistani authorities have formed special task forces to crack down on 16 radical groups, including the Lashker-e-Taiba, in the wake of the suicide attack on the Data Darbar shrine.
The Home Department of Punjab has set up the task forces comprising officials of the CID, Special Branch and Anti-Terrorism Squad in several districts of the province, said a report by BBC Urdu.
The groups against which action will be taken include the JuD, LeT, Jaish-e-Mohammed, Lashkar-e-Jhangvi, Sipah-e-Sahaba, and Tehrik-e-Nifaz-e-Shariah Muhammadi, among others.
Nine of the groups belong to the hardline Deobandi sect, three are Shia organisations while three are influenced by the ideology of Ahl-e-Hadith.
The other groups on the list are Sipah-e-Muhammad Pakistan, Tehrik-e-Jafriya Pakistan, Millat-e-Islamiya Pakistan, Khudamul Islam, Islami Tehrik Pakistan, Hizb-ut-Tehrir, Jamiat-ul-Ansar, Jamiat-ul-Furqan, Khair-un-Naas International Trust, Islamic Students Movement and Balochistan Liberation Army.
The BLA is a Baloch nationalist group and the ISM is a radical students' organisation.
However, the Tehrik-e-Taliban Pakistan is not among the groups to be targeted by the task forces.
Interior Minister Rehman Malik has said the Taliban and al Qaeda are working with the Lashkar-e-Jhangvi and Sipah-e-Sahaba in parts of the country, especially Punjab.
The Sunni Tehrik also has been placed under observation by the Home Department.
About 4,000 people are currently under surveillance under the provisions of the Anti-Terrorism Act for alleged links with extremist groups.
They have to inform police stations in their areas about their movements.
The task forces have been advised to establish close contact with intelligence officers in the districts to exchange information on the 17 organisations that will be the focus of the crackdown.
An official of the Punjab Home Department told BBC Urdu that orders had been issued to launch crackdowns on the hideouts of these groups and arrest those connected with them immediately.
The task forces have also been asked to trace those who are financing these groups and their other sources of funding so that action can be taken under the Anti-Terrorist Act.
The task forces led by district police chiefs will report to the Punjab Home Department.

Interesting and a good development by Pakistani authorities. Its sad to note that what could have been taken care of earlier was forced by a recent terrorist attack. But then, better late than never. Good riddance I say.

Now before some members start attacking me or the Indian news source, here's a Pakistani source:
