Hmm...Haneef Khalid is a senior reporter not a defence analyst, donno what to make of it yet.
He didn't mention any time frame, only the possibility that Pakistan will be announcing the capability of building nuclear subs.

The economy tanked in 2008.
Its an ambitious project that requires a lot of R&D, the economic situation after 2008 was just not able to support a project such as this.
Now that things have improved, hopefully the Navy will start looking towards developing a Nuclear Submarine again.
